3G CELL LOAD RESHUFFLE

UCELLLDR
• Contain: Parameter sheet to manage cell load.
• DL has 10 action and UL has 8 action at maximum.
• Action choice are below:
A. NOACT: No Action.
B. INTERFREQLDHO: Please inter-frequency load handover.
C. BERATERED: Please configure BE service rate.
D. QOSRENEGO: Please do QoS Service renegotiation.
E. CSINTERRATSHOULDBELDHO: Please do CS domain IRATHO.
F. PSINTERRATSHOULDBELDHO: Please do PS domain IRATHO.
G. AMRRATERED : Please reduce AMR Bit Rate.
H. MBMSDECPOWER (MBMS power limiting): MBMS service is configured with the minimum power.
I. CODEADJ (code tree reshuffling): Please do downlink code adjustment.
J. PSINTERRATSHOULDNOTBELDHO: The inter-RAT SHOULDNOTBE load handover of the PS domain is performed.
K. PSINTERRATSHOULDNOTLDHO: The inter-RAT SHOULDNOTBE load handover of the PS domain is performed.
• If First action is fail, then continue to next action.
• We can do customize action base on case of cell overload type and carrier capacity profile.
UCELLLDR Related to Congestion
• CellLdrSfResThd - Please do LDR algorithm when available SF are less than this value—Reduce SF value to
smaller SF.
• CodeCongSelInterFreqHoInd - Switch to enable InterFreqHO while code congestion occurs—if has F2, make it
TRUE
• GoldUserLoadControlSwitch - Switch to include Gold User (VIP/VVIP user) in LDR event—For Code
Congestion in VIP Area, make it False, but if in SubUrban, make it TRUE.
• LdrCodeUsedSpaceThd – Threshold to start IFHO LDR – Reduce to make it faster reduce cell Code load
• MaxUserNumCodeAdj – LDR Algorithm will start if number of user in a code less than this value -- Reduce to
make it faster reduce cell Code load//Be carefully: High value will cause high drop in Busy Hours.
• UlCSInterRatShouldBeHOUeNum – Number of CS user which include in LDR event- Make it higher value to
faster CS IRAT Load handover. But check for 2G load first.
• UlPSInterRatShouldBeHOUeNum – Number of PS user which include in LDR event- Make it higher value to
faster PS IRAT Load handover. But check for 2G load first.
• UlInterFreqHoBWThd / DlInterFreqHoBWThd– IFHO LDR will triggered when Available bandwidth less than
this Value—Make it higher to faster load decrement. But Ensure neighbor load is less than 50%.
• UlInterFreqHoCellLoadSpaceThd—Target IFHO LDR should have current load less than 100% - this value –
Make it to small value to make it easier to share load to neighbor, but ensure not to make it too higher.
• DlLdrAMRRateReductionRabNum/UlLdrAMRRateReductionRabNum- Number of user involved in LDR AMR
Rate reduction -- Increase this value if you wan to faster LDR, but don’t make it too higher to ensure no drop.
• UlLdrBERateReductionRabNum /DlLdrBERateReductionRabNum – Number of RAB that involved in BE Rate
Reduction LDR- Make it Higher if you want to faster LDR, but don’t make it too high. Your drop will increase.
3G CELL CALL ADMISSION CONTROL
UCELLCAC
• There is 3 Algorithm in Call Admission Control:
 Algorithm First: CAC decision Base on Cell Load prediction
 Algorithm Second: CAC Decision Base on User Number
 Algorithm Third: CAC decision Loose call.

• We need Call Admission Control to ensure system capacity inline with maximum service
performance and 3G system stability.
UCELLCAC Related to ACCESSIBILITY
• Algorithm First (Base on Cell Load):
A. DlCellTotalThd/ UlCellTotalThd : CAC will triggered if Current DL/UL Total power reach this value.—
Increase the value to improve Accessibility. Too high is not good, due to system stability will get impact.
Too low will give bad accessibility.
B. DlHOThd/ UlNonCtrlThdForHo : Handover CAC will triggered if Prediction of DL/UL cell load greater
than this value .— Increase the value to improve Accessibility. Too high is not good, due to system will
overload. Too low will give bad surrounding handover performance.
C. DlConvAMRThd /DlConvNonAMRThd : CS AMR service CAC will triggered if Prediction of DL cell
load greater than this value .— Increase the value to improve Accessibility. Too high is not good, due to
system will overload & Unstable. Too low will give bad CS CSSR.
D. UlNonCtrlThdForAMR /UlNonCtrlThdForNonAMR : CS AMR service CAC will triggered if Prediction
of UL cell load greater than this value .— Increase the value to improve Accessibility. Too high is not
good, due to system will overload & Unstable. Too low will give bad CS CSSR.
E. DlOtherThd/UlNonCtrlThdForOther : Other service CAC will triggered if Prediction of DL/UL cell load
greater than this value .— Increase the value to improve Accessibility. Too high is not good, due to
system will overload & Unstable. Too low will give bad CSSR.
Rules:
A. DlOlcTrigThd (UCELLLDM) >= DlCellTotalThd --- After CAC then continue to overload status.
B. DlCellTotalThd >= DlHOThd ---To ensure incoming handover can executed.
C. DlConvAMRThd/ UlNonConvAMRThd < DlHOThd---To ensure no AMR service forced handover
after access network.
D. DlConvAMRThd/ UlNonConvAMRThd > DlOtherThd --- To ensure AMR can access.
UCELLCAC Related to ACCESSIBILITY
• Algorithm Second(Base on User Number):
A. DlTotalEqUserNum: Total user to access 100% DL load—Increase the value to improve Accessibility.
Too high is not good, due to system stability will get impact. Too low will give bad accessibility.
B. MAXEFACHUserNum: Maximum EFACH user can access cell – Increase it to improve CS/PS
Accessibility
C. MaxHsdpaUserNum: Maximum HSDPA user can access cell – Increase it to improve HS Accessibility
D. MaxHsupaUserNum: Maximum HSUPA user can access cell – Increase it to improve HS Accessibility
E. UlTotalEqUserNum: Total user to access 100% UL load—Increase the value to improve Accessibility.
Too high is not good, due to system stability will get impact. Too low will give bad accessibility.
F. MaxUlTxPowerforBac /MaxUlTxPowerforConv/MaxUlTxPowerforInt/MaxUlTxPowerforStr—Increase
it to improve Accessibility in low UL Coverage.
