II. PERMANENT DISABIlITY

Permanent disability (invalidity) is a social

dysadaptation as a result of limitation of human vital
functions, which is induced by health disorder with
permanent organism dysfunction leading to necessity in
social protection & aid

 THE TASKS OF MSEC:
To determine the causal connection between invalidity &:
passing military service, disease or mutilation, birth defects,
from the Chornobyl disaster.
To determine: degree of loss of working ability (in%), group &
time of the beginning of invalidity
To give labour recommendations
To develop individual rehabilitation
Sanction the continuation of sick-leave in the case of absent
disability.

 MSEC
MSEC examines persons who have been
referred for the commission within 5 business days
of receipt of documents.
The date of disability is indicated on the sick
leave.
If the patient is recognized as disabled, the sick
leave is closed by the date of receipt of the MSEC
documents.

 GROUPS OF DISABILITY

І group – presence of total permanent or long-lasting disability

with necessity in permanent outside care (IA and IB ).
ІІ group – presence of considerable functional abnormalities &
practically total disability without necessity in outside care
ІІІ group – presence of limited working ability (considerable
lowering of production activity or qualification) with possibility
to continue working
