Personnel administration???
Definitions
• “Personnel Management is the planning, organising,
directing and controlling of the procurement,
development, compensation, integration,
maintenance and separation of human resources to
the end that individual, organisational and societal
objectives are accomplished”. - Edwin B.
Flippo
• It is that phase of management which deals with the
effective control and use of manpower as
distinguished from other sources of power.
Definitions
• “Personnel administration is the art of
acquiring, developing and maintaining a
competent work force in such a manner as to
accomplish maximum efficiency and economy
in the functions and objectives of the
organisation”. – American society for
personnel administration
Definitions
• Personnel management is an extension of general
management, that of prompting and stimulating
every employee to make his fullest contribution to
the purpose of a business”. – C.H. Northcott
• “Personnel administration is a method of
developing the potentialities of employees so that
they get maximum satisfaction out of their work

NATURE ?
Nature :
Personnel function is crucial in any
administrative organization. That the constant
change in management environment, the
socio- economic and political environment has
its effect on personnel administration and the
work environment in an organization.
Nature :
• Personnel are required to perform 'line' and
'staff' functions.
• Personnel administration does not always
function in a formal organisation.
• The functions of personnel administration are
becoming more complicated day by day.
Nature :
• With the proliferation of activities under
development and welfare programs, the
employees are now expected to be more
competent and efficient, effective and
sympathetic.

• Selection of the right type and number of persons


• Proper orientation and introduction of new
employees to their jobs.
• Organisation of suitable training facilities
• Provision of better working conditions and
facilities.
• Provision of sound, fair and effective wage and
salary administration and incentives.

Personnel Administration : Principles
Principles:
• Employees must be dealt with in a way that
they feel ‘worthwhile’ and inculcate in
themselves ‘ a sense of belongingness’ in their
outlook towards the organisation.
• Employees reactions must be considered by the
management in building their programmes or
policy decision.
• Employees must be recognized as ‘Whole Men’.
Principles:
• Employees intelligence or strength must be
assessed accurately, it should not be under –
estimated.
• Employees must be treated with fairness and
justice
• Employees must be provided with an
adequate salaries, proper working conditions,
economic security – benefits and services.
Principles:
• Employees must be encourage to earn rewards.
• Employees must be comprehensively taught
the content and implications of the personnel
programme.
• Employees must be supplied with all relevant
information on matters of mutual interest at
the right time through a properly devised
communications system.
Principles:
• Employees must be convinced about the
competence of executives.
• Employees must realise that the benchmarks
or principles talked about by executives are a
part of their daily routine and acts.
