Sub: Joint Procedure Order for detachment and attachment of engine on coaching train at stations. Following procedure shall be adopted during detaching & attaching of Engine on coaching trains/stocks at stations. Whenever a rake is standing without an engine coupled to it (mechanical and the rake in all coaches, (ii) Guard’s hand brake in both SLRs and (iii) Skids. Notations used: SLR X : SLR at the rear end during arrival of train. SLR Y : SLR at the rear end during departure of train. Case-I a. Same loco reversal b. Crew change c. Guard change Detachment: i. I/C LP before uncoupling his engine from the train, shall give three short whistles to call for attention of I/C guard to apply hand brake. ii. I/C guard shall apply hand brake in SLR X. Outgoing guard will occupy SLR Y after C&W staff open the lock (Guard will open the lock where C&W staff is not available, as per prevailing practice). I/C Guard will apply hand brake in SLR X. iii.I/C LP shall apply SA9 in his engine. iv.I/C LP shall apply A9 to emergency position. I/C Guard shall confirm complete exhaust of BP pressure in SLR X. I/C Guard will hand over SLR X to station staff and move to SLR Y to hand over documents to O/G Guard. v. Shunting staff will put two skids/wedges on both sides of the wheel of outermost axle of both SLRs/outermost coach. vi.C&W or stations staff, as per existing practice, with the permission of I/C LP will close BP & FP angle cocks of locomotive and those of SLR Y and thereafter uncouple FP&BP hose pipes. vii.Screw/CBC coupling shall be uncoupled from the train. Attachment: i. I/C LP will do the loco to 20 mtrs ahead of the train at the departing end for coupling with the train. ii. In case of CBC stock, coupling will be done by C&W staff or stations staff (as the case may be). In case of other coupling, existing practice may be followed. iii. The coupling shall be checked by I/C LP by carefully inching the locomotive, under the supervision of shunting staff. However O/G ALP will be present on platform during coupling operation, will examine and satisfy himself that safe coupling has been done. iv. Loco SA9 shall be applied by I/C LP. v. The C&W or station staff (as the case may be ) will couple FP & BP hose pipes and open the angle cocks of locomotive and SLR X. vi. I/C LP will hand over charge of engine to O/G LP. viii.Outgoing Guard (in SLR Y) shall conform O/G LP through walkie talkie that the BP pressure has been created in SLR Y. O/G LP and O/G Guard will conduct continuity test of the entire rake. ix. Shunting staff will remove the skids, C&W staff will manually release DV of all the coaches. Station staff and O/G Guard shall release hand brake of their respective SLRs. x. Loco SA9 will remain in applied condition and shall be released only before starting the train. Case II a.Separate loco attachment at the outgoing end. b.Crew change c.Guard change Mechanical coupling of incoming engine shall be uncoupled from train only after the engine at the departing end is coupled both mechanically & pneumatically, creation of BP and completion of continuity test. For other activities, Case- I shall be referred. Case III a. Same loco reversal b. Same Crew to continue c. Same Guard to continue 1. Station staff shall apply hand brake in SLR X Guard shall apply hand brake in SLR Y confirm complete exhaust of BP pressure, handover SLR X to station staff and move towards SLR Y. For other activities, Case-I shall be referred. 2. Same LP shall perform the activities of incoming and outgoing LP as detailed in Case-I. Note: When Shunter/ET is deputed for shunting of loco:-
a. LP will handover the engine to Shunter in the incoming end
after applying Loco SA9, application of A9 to emergency position and confirmation of complete exhaust of BP pressure from Guard. b. Shunter shall stop the engine 20 mtrs ahead of the train at the departing end and hand over the engine to Loco Pilot. For other activities, Case I,II or III shall be referred as applicable.
