It is a mechanism to be used to
assess Local Government Unit’s
performance in local road
management.
The LRMPA Framework
The framework underpinning the development of the LRMPA consists of
three elements – capacity, performance and impact.

There are 16 indicators that will be assessed. The table below
summarizes these indicators.

The Assessment Process
Assessment Call
The specific date of the conduct of the assessment depends on the assessment cycle
specified by DILG, but not later than the 3rd Quarter of the calendar year.
The period covered in the assessment is the preceding fiscal year during
the actual conduct of the LRMPAT assessment.

Data Gathering and Initial Scoring


As the LRMPA will be a self – assessment process, the LGU will convene its Self –
Assessment Team (SAT) to conduct the assessment. The assessment team will have
the following responsibilities:
a.Assemble the Means of Verification
b.Compute for the necessary requirements based on the scoring descriptions
c.Answer the Excel – based score sheet
d.Prepare an LRMPA Report that contains the following:
a. Scores for each indicator
b. Explanations for each of the scores generated
e. Discuss the scores with the members of the local road management committee
Data Validation
The DILG Regional Office will convene a data validation team (DAT). The DAT will visit the LGU for the
conduct of the data validation. The data validation will take place where the DAT validate submitted
documents that includes the LRMPA report, the Excel – based LRMPA score sheet, and the MOVs
provided.

Ratings Discussion
The DAT will undertake a focus group discussion with the LGU’s SAT and the local road management
committee to discuss the following:
a. discussion of the objectives of data validation
b. discussion of the results of the validation by the DAT
The baseline LRMPAT percentage scores of the LGU can serve as the basis for formulating a capacity
development strategy to improve this LRM capacity and performance. The comparison with the end
line percentage scores can be used to analyze the implementation of the strategy and generate
lessons.
Report Preparation and Submission
After the finalization of the scores, the SAT of the LGU will
revise the LRAM report and the Excel template. The LGU and
the validation team will sign the revised report and submit
these to the DILG Regional Office.

Why do we need to conduct LRMPA?
To measure the capacity and performance of the
Provincial Local Government Units (PLGUs) in
terms of Local Road Management (LRM).
The assessment results will be used to determine
interventions to address capacity gaps, strengths
and weaknesses in LRM.
