• During fire, it simplifies the operations of fire
fighting and rescue operation.
• Fire Safety features are of 2-types:

Introduction
•As per NBC, 2016 clause 3.1.5
Group D Assembly Buildings:
 These shall include any building or part of a building,
where number of persons not less than 50 congregate
or greater for amusement, recreation, social, religious,
patriotic, civil,, travel and similar purposes, for
example, theaters, motion picture houses, assembly
halls, auditoria, exhibition halls, museums, skating
rinks, gymnasiums, restaurants, places of worship,
dance halls, club rooms, passenger stations and
terminals of air, surface and marine public
transportation services, recreation piers and stadia etc.

Introduction
• Building under Group d shall be subdivided as follows:
I. Sub-division D-1:- Buildings having a theatrical or motion picture or any other stages and fixed seats
for over 1000 persons.
II. Sub-division D-2:- Buildings having a theatrical or motion picture or any other stage and fixed seats
up to 1000 persons.
III. Sub-division D3:- Buildings without a permanent stage having accommodation for 300 or more
persons but no permanent seating arrangement.
IV. Sub-division D4:- Buildings without a permanent stage having accommodation for less than 300
persons with no permanent seating arrangement.
V. Sub-division D5:- All other structure including temporary structures designed for assembly of people
not covered by sub-division D1 to D4, at ground level.
VI. Sub-division D6:- Buildings having mixed occupancies providing facilities such as shopping, cinema
theatres, and restaurants.
VII. Sub-division D7:- All other structures, elevated or underground, for assembly of people not covered
by sub-division D1 to D6.

Relevance of the topic
• In recent years, many fire incidents For example, a simple short circuit in a tent caused
major fire in village Dabwali Mandi and killed 440
have occurred and the number of people including 300 kids.
such incidents have increased
gradually in the last 3 decades.
• Most of this occurs due to
negligence and inadequacies in fire
safety and prevention mechanisms.

Gaps & Challenges
• There are a lot of existing buildings that do not
have sufficient space for entrance of fire vehicles.
• Lack of awareness about training.
• Lack of audit of electrical instruments.
• In many buildings, there were only Fire
Extinguishers for basic fire prevention and
protection.
• In 2021, many pre-existing buildings are expected
to comply by present day fire norms &
regulations which are impossible to comply by in
many cases.

Way Forward
• Periodic fire mock-drills should be
conducted in building for staff.
• The build maintenance staff should
be trained to assume a critical role
during emergency evacuation.
• Surprise audit should be done by
fire officials at periodic intervals.
• Emergency evacuation plan should
be displayed on each floor.
