Mahripah, ladies, and gentleman. Thank you
so much for allowing me to be here today.
What I’d like to discuss today is the role of toll
roads.

“Indonesia borrowed so much money to
construct toll roads but only those rich people
who can get the benefits,” said the netizens.

Do you agree with the statement?

There is a famous quote from Greek, “Historia
est magistra vitae.” The meaning is history is the
best teacher. So, today we will learn about the
role of the toll road from the history.

There are three points of the talk:
Via Romana, Reichsautobahn, and Interstate
Highway System

The first is Via Romana.
In 312 BC, Roman had an ally. It was
Campanians. Roman and Campanians had a war
with Samnites. In order to help Campanians,
Roman paved the road. The road made it easy
for Roman to send army and supplies to
Capuans during the war.

So, this is Via Romana.

The road gave three benefits:
It turns out that the toll roads made the army’s works easier. After Roman
army conquered (kankerd) the south part of Italy, including Samnite, they
constructed roads again so they could go back to the conquered area
easily. So that’s the military benefit.

The second benefit is economical benefit. I will answer my friend’s


question here. “What does stationarii mean?” OK, stationarii means the
policy that obligated the traders to pay if they want to use the road. The
money will be transferred to treasury fund.

The third benefit is the political benefit. Roman could easily send the army.
Moreover, there were many regions which wanted to unite with Rome.

So, this is the route map of toll roads in Ancient
Rome. It helped Roman to widen their area.

Now, everyone, let’s move on to the next point. Reichsautobahn in
Gemany. So, we jump to the second war. Have you ever heard that NAZI
is the pioneer of toll roads? It’s just a myth and NAZI’s propaganda.

Germans already had a toll road in 1932. And in that time NAZI against
the idea of toll roads. But everything was changed in 1934.

Nazi ruled Germany. Firtz Todz, the member of NAZI, made a report to
Hitler. It was about the importance of toll roads. Then Hitler agree with
his idea. Firtz Todz became the inspector general for German Roadway.
NAZI made people believe that the originator of toll roads idea is Adolf
Hitler.

This is one of the propaganda photos. Hitler was
shoveling dirt at the ceremonial inauguration of
Reichsautobahn constitution.

But, it worked. Unemployment was reducing.


10% of anti-NAZI turned to give supports to
Nazi.

So, the toll roads gave 2 benefits for NAZI, it
contributed to Germany’s growth also shaped
and widen NAZI’s reputation.

The last point is Interstate Highway System.
Dwight D. Eisenhower, the American army
general, had an idea to build a toll road after he
knew about Reichsautobahn in Germany.

After he became a president of US in 1953, he


made a law named Federal-Aid Highway Act of
1956. The law was about the cost to make toll
roads.

This is the map of toll roads in US. The red line is
a highway which connected areas inside a state
and the blue line is an interstate which
connected states.

The toll roads gave 3 benefits. In economic
sector, it increased the efficiency in
transportation and reduce the cost. The toll
roads were built for military matter just like Via
Romana. Roman made toll roads to stay
connected with the colony areas, meanwhile, US
made toll roads to protect the country from
military invasion or nuclear. It also gave a politic
benefit because the toll roads connected states.

To conclude, toll roads have existed in some
form since the ancient past// and humans need
toll roads since the ancient past.
