CARGO MANIFEST

• MANIFEST CONTAINING ALL THE GOODS INCLUDING PASSENGERS’ LOADS AND


COMMERCIAL GOODS PUT IN AN AIRCRAFT BEFORE IT TAKES OFF. EACH OF THE
LOADS IS TAG FOR EASY IDENTIFICATION. ON LANDING, THE AIRLINE
MANAGEMENT WILL USE THE AIR CARGO LIST TO ENSURE THAT ALL THE GOODS
ARE AVAILABLE FOR COLLECTION BY THE PASSENGERS. THE CUSTOM OFFICIAL
ALSO VERIFIES IT TO ENSURE THAT ALL GOODS CARRIED BY THE AIRCRAFT ARE
ALLOWED INSIDE THE COUNTRY OR TO ENSURE THAT THERE ARE NO
CONTRABAND GOODS IN THE AIRCRAFT.
The main purpose of the manifest is to provide
necessary information about cargo for transport,
commercial and regulatory reasons. It is traditionally
used by Customs as a control tool to ensure that all
manifested cargo is accounted for, usually by means
of individual Customs declarations. It also gives
Customs some advance information on imported
cargo in order to plan examination priorities, risk
assessment, staff attendance, etc

• AIRPORT SECURITY REFERS TO THE TECHNIQUES AND METHODS USED IN AN


ATTEMPT TO PROTECT PASSENGERS, STAFF, AIRCRAFT, AND AIRPORT PROPERTY
FROM ACCIDENTAL/MALICIOUS HARM, CRIME, TERRORISM, AND OTHER
THREATS.
• AVIATION SECURITY IS A COMBINATION OF HUMAN AND MATERIAL RESOURCES
TO SAFEGUARD CIVIL AVIATION AGAINST UNLAWFUL INTERFERENCE.
UNLAWFUL INTERFERENCE COULD BE ACTS OF TERRORISM, SABOTAGE, THREAT
TO LIFE AND PROPERTY, COMMUNICATION OF FALSE THREAT, BOMBING, ETC
• Large numbers of people pass through airports every day. This presents
potential targets for terrorism and other forms of crime because of the number
of people located in one place.[2] Similarly, the high concentration of people on
large airliners increases the potentially high death rate with attacks on aircraft,
and the ability to use a hijacked airplane as a lethal weapon may provide an
alluring target for terrorism (such as during the September 11 attacks).
• Airport security attempts to prevent any threats or potentially dangerous
situations from arising or entering the country. If airport security does succeed
then the chances of any dangerous situation, illegal items or threats entering
into an aircraft, country or airport are greatly reduced. As such, airport security
serves several purposes: To protect the airport and country from any
threatening events, to reassure the traveling public that they are safe and to
protect the country and their people

ROLE OF AUTHORITIES INTERNATIONAL ICAO

• the international civil aviation organization icao was created in 1944 by the convention on
international civil aviation (chicago convention)
to promote the safe, orderly development of international civil aviation worldwide. icao also re
lease standards and regulations necessary for aviation security, safety, efficiency, regularity,
and environmental protection. icao goals in aviation security is to enhance civil aviation
security worldwide by developing and coordinating an effective global policy and legal
framework in response to the evolving threat to civil aviation. icao formulates standards and
recommended practices (sarps) for international civil aviation. icao works is also facilitating
cooperation on air cargo security and with air cargo industry stakeholders and other
international organizations to demonstrate and increase the level and quality of air cargo
security baseline worldwide
SECURITY THREATS TO AIR CARGO

• despite concern over the potential use of air cargo to introduce an explosive device
aboard a passenger aircraft, no such attack has ever been successfully carried out.
concern over this type of threat is largely predicated on the belief that more stringent
measures to screen passengers and baggage may cause terrorists to consider the
detection of an explosive device in air cargo to be less likely. in response to these
concerns, u.s. policy has shifted from risk-based approaches for vetting cargo placed on
passenger aircraft to mandatory 100% physical screening requirements for all air cargo
that travels within the united states or to the united states aboard passenger aircraft.
THE INSIDER THREAT

• while shippers may have limited ability to target a specific aircraft or even predict if an
item will move on a passenger aircraft or an all-cargo aircraft, insiders working in the air
cargo industry could use their access and knowledge to carry out a more sophisticated
targeted attack. for this reason, the so-called “insider threat” to air cargo security has
received considerable policy attention.
