SURVEY steps
1. Observers occupy the posts that have been determined

observation points, namely by the roadsides at the observation
point
3. The view of the observer towards the observation path and facing

4. Each observer counts the number of vehicles at each point of the
observation path that has been determined by the type of vehicle
