Project
Background

● Roads carry ~ 70% of freight traffic - ~ 3.69% in GDP.


● Road freight grow at over 48% in the last few years.
● Trucker spends averages of 11 hours at check post. ~ 25% of time during a
two day journey from Maharashtra or Karnataka to AP!
 
 
● CURRENT SITUATION
 
            Today in silos of 4 dept.
■  Commercial Taxes, Transport, Excise and  Forest. 
 
            Structured like assembly line and truck has to be in a queue and pass 
            through each department sequentially. 
            They function in silos and each department`s check post is situated at a 
            distance from one another.                
SHORTCOMINGS IN THE TRADITIONAL APPROACH
● Challenges by citizens:

                Loss of Time for Supplier
                Loss of Goods
                Opportunity Loss for the transporter
                Adverse impact on road conditions
                Inconvenience to genuine suppliers and transporters
                Corruption

SUGGESTED APPROACH - Integrated Check Posts
● G2B project
● Increase revenue collection at check posts
● IT operated inspection and plugging the loopholes of malpractices.
● PROJECT OBJECTIVES
                100% checking of vehicles passing through check post for overloading.
                Reducing manual intervention in the checking process and harassment
for
                the transporter or driver.
                Proper supervision of checking activity from control room to remove the 
                detention of vehicles by RTO officers due to unexplained reasons.
                Reduce processing time at the check post for convenience of business
                entities.  
                Ensuring the revenue receipt, due to the department, by re engineering
the
                processes, with technology assisted processes.
                Transparency and accountability in all the services to the citizens.
                Automated, time bound quality services to the citizens.
                To utilize technology for improvising the services at the check posts.
           
THE WOKRING MODEL
● The Integrated Check Posts in Andhrapradesh will comprise of seven major
components, namely:
            Entry Window
            Allocation Bay
            Processing Area
            Exit Window
            Tellers
            Enquiry Window
            Parking Bay
            Verification Bay                     
● Physical design to ensure:
            Smooth flow of information for the officials at the check post
            Organized arrangement and movement of trucks and transporters
            with this structure in place, the objectives of every integrated Check Posts
will
            be:                        
■ Electronically capture image of a vehicle and its registration number as
                      displayed on its number plate.
■ Electronically scan the registration and other documents of the vehicle.
■ Electronically screen the contents of the vehicle and carry weighing of the

■ Identify contents that are not permitted entry.
■ State of art electronic payment and accounting facilities.
■ Power back available at all times.
■ Period / type of data storage to be specified by Departments.
ENVISAGESD BENIFITES FROM THE ICP PROJECT
                     
● The benefits for the stat and its citizens by investing in this project woud be as
follows:
                Reduced Traffice delay and congestion at the check posts.
                Enables better palnning for future.
                Enable cross checking of data.
                Monitoring from a central station.
                Increase revenue to the state of ensuring complete tracking of ALL trucks
                and accureate collection of penalties.
                Effective measure to check the defaulters.
                Better automated process for operation.
                Efficient and transparent services to the citizens.
                Roll out using a suitable PPP/ self sustaining model after the  successful
                implementation of the pilot site.          
                Availability of Black listed vehicles / dealers across the check posts. 
                Transit Pass reconciliation across check post
                Near to 100% compliance of rules and regulations. 
                Integrated MIS Reports.

■ Electronic Weigh Bridges
■ Speed Guns, Tyre Buster, Splitters, Breath Analysers etc. 
■ Handheld devices, where required, to update server with latest
information. 
■ X-Ray scanners to scan the contents of each vehicle. 
■ Vehicle emission checking equipment.

■ Central Servers, Storage to be hosted in Data Centre
■ Servers, Computers / Clients Machines for officeials in ICP to store and
retrieve information on vehicles.

■ VSAT link / Wireless link / Broad band to ensure connectivity even at
remote locations...
■ Setting up of Local Area Network within ICP.

○ People Capacity Building
■ Training officials on new redesigned processes.
■ Training officials on using the applications installed. 
■ Ensureing presence of requisite personnel at each ICP.       
                
 
SCOPE OF WORK - PHASES
  
○ The entire project will involve implementing the same in the phose
wise maner. this would start from understanding of the current way
of working, designing a startegy and developing software for
implementation of Integrated Check posts in Andhrapradesh and
then rolling it out.

○ The broad phase would be:

            Phase I - GPR along with Software.


■ Government Process Re- Engineering - Fine tuning some of the process
required to run an integrated checkpost like integrateion between deprt.,
making one common formate etc.

■ Development of software for the ICP. Testing and Implementing it in


thedept and the checkpost.

            Phase II -Roll Out.


SCOPE OF WORK - PHASES I - GPR along with Software
  
○ Current State Asssessment (Assessment of existing check posts
w.r.t., people, process and technology )

○ To - Be Design Analysis (Identifying IT opportunities for automation


of check posts and preparation of FRS):

○ Design, Develop, test and implementation of Software as Proof of


Concept.

○ Design of Business Models for sustainability of the Project ( Design


of PPP Models)

○ Preparatoin of RFP for finalization of Service Provider for Roll Out,


maintenance and support.

○ Finalization of Sotware for Roll out basing on POC feed back
