WHEN is a PERSON considered POOR? Department

Based on Republic Act 8425, otherwise known as the Social Reform and
Poverty Alleviation Act, dated 11December 1997, the poor refers to
individuals and families whose income fall below the poverty threshold as
defined by the government and/or those that cannot afford in a sustained
manner to provide their basic needs of food, health, education, housing and
other amenities of life.”

The poverty threshold “refers to the minimum income/expenditure required


for a family/individual to meet the basic food and non-food requirements”.

Definition of Terms… Department

Household refers to a unit composed of an enrolled member and his


legal dependents.

Poverty threshold is the annual per capita income required or the


amount to be spent to satisfy nutritional requirements (2Kcal) and other
basic needs such as clothing and footwear; fuel, light and water; rental
or occupied dwelling units; medical care; education; transportation and
communications; non-durable furnishings; household operations,
personal care and effects.

Poor families/individuals are those whose income fall below the


poverty threshold

Poverty incidence is the proportion of families/population


whose annual per capita income falls below the annual per
capita poverty threshold to the total number of
families/population in a given area.

Indigent refers to a person who has no visible means of income,


or whose income is insufficient for the subsistence of his family,
as identified by the Local Health insurance Office and based on
specific criteria set by the Corporation in accordance with the
guiding principles set forth in Article 1 of the National Health
Insurance Act of 1995(RA 7875).

How does the government compute Department

for the poverty line?


1. The government constructs a menu per region
that satisfies basic nutritional requirements. The
government computes for the cost of that
menu. (ex. P42)
2. The government computes for the proportion of
total basic expenditures that is budgeted for
food using survey data. (ex. 69%)
3. The figure obtained in #1 is divided by the figure
obtained in #2. (ex. P38 / 69% ~ P61) PSA
