Tujuan pembelajaran
Setelah menyelesaikan Unit 1 - Bagian 2, peserta diharapkan :
1.Menyebutkan prinsip-prinsip dasar dari UN peacekeeping
2.Menjelaskan pengertian "kredibilitas dan legitimasi dari misi
pemeliharaan perdamaian PBB" dan bagaimana personil
perdamaian dapat melaksanakan fungsinya

Principle #1: Consent
• All UN peacekeeping operations require the
consent of main parties to the conflict

• Without consent for the mandate, the operation

is peace enforcement

• The UN PKO’s role is to

move the peace process
forward while maintaining
consent of all the
parties to the conflict

Prinsip #1: Mendapat persetujuan
• Semua operasi pemeliharaan perdamaian PBB
harus mendapatkan persetujuan dari berbagai
pihak khususnya pihak yang bertikai

• Tanpa persetujuan, dinamakan peace

enforcement

• tujuan misi perdamaian ad untuk

mempercepat proses perdamaian
dengan mempertahankan
kesepakatan pihak yang bertikai

Principle #2: Impartiality
• UN peacekeeping operations must implement their
mandate without favour or prejudice to any of the
parties to the conflict (like a good referee)

• A peacekeeping operation cannot condone actions

by parties if they violate the norms
and principles the UN PKO upholds

• Reasons for the action must be

clearly communicated to all

Prinsip #2: Tidak memihak
• Operasi pemeliharaan perdamaian PBB harus
dilaksanakan sesuai mandat tanpa menyukai atau
berprasangka buruk pada pihak yang bertikai
(seperti wasit yang baik)

• Operasi pemeliharaan perdamaian tidak

dibenarkan bila melakukan melanggar norma-
norma dan tidak menjunjung tinggi prinsip PKO

• Setiap tindakan harus

dikoordinasikan kepada semua

Principle #3: Non-use of force except in self-
defense & defense of mandate
• Use of force permitted in self-defense & defense
of mandate
• Security Council may authorize a mission “to use
all necessary means” to defend the mandate
• Use of force permitted as a measure of
last resort
• Minimum use of force
• The RoE or DuF clarify level of force

Prinsip #3: Tidak menggunakan kekuatan kecuali untuk
membela diri dan melaksanakan mandat

- Penggunaan kekuatan diizinkan dlm batas

membela diri & melaksanakan mandat
- DK dapat memerintahkan "untuk menggunakan
segala cara yang diperlukan" dalam
mempertahankan mandat
- Penggunaan kekuatan dalam batas kewajaran
- Meminimalisir penggunaan kekerasan
- RoE atau DUF merupakan penjelasan dalam
penggunaan kekuatan

• The perceived legitimacy of a United Nations
peacekeeping operation is directly related to the
quality and conduct of its military, police and
civilian personnel.
