Project Description

• condensed description of all aspects of the project showing


project boundary, site layout, location map etc

Screening

• scrutiny of application, which determines whether the proposed


project, requires an EIA and if it does, then the level of
assessment required

Scoping and consideration of alternatives

• process of detailing the terms of reference of EIA. identifies the


key issues and impacts that should be further investigated. This
stage also defines the boundary and time limit of the study

Baseline studies

• describes the existing environmental status of the identified study


area

Impact prediction, assessment and mitigation measures

• identifies and predicts the likely environmental and social impact


of the proposed project and evaluates the significance.
• For every project, possible alternatives should be identified and
after alternatives have been reviewed, a mitigation plan should be
drawn up for the selected option
• supplemented with an Environmental Management Plan (EMP) to
guide the proponent towards environmental improvements

Preparation of EIA report
• EIA report should provide clear information to the decision-
maker on the different environmental scenarios without the
project, with the project and with project alternatives
Public Hearing
• State Pollution Control Boards will conduct the public
hearing before the proposals are sent to MoEF for obtaining
environmental clearance
• The affected persons may include: representatives of the
SPCB, state government, District Collector, local bodies
apart from 3 senior citizens of the area to be nominated by
the district collector
• Carried out within 5 days of applicant’s request
• Shall sent proceedings of public hearing to MoEF within 8
days of completion of public hearing

Review of the report and Decision making
• decides whether the project is rejected, approved or needs further
change
• The decision on environmental clearance is arrived at through a no. of
steps including evaluation of EIA & EMP and is done by Expert
Appraisal Committee (EAC)
Monitoring the clearance conditions
• Monitoring has to be done during both construction and operation
phases of a project
• It is done not just to ensure that the commitments made are complied
with but also to observe whether the predictions made in the EIA
reports are correct or not. Where the impacts exceed the predicted
levels, corrective action should be taken
Post monitoring
• comes into play once the project is commissioned
• ensure that the impacts do not exceed the legal standards and
implementation ofPREPARED
