Objectives

 Discuss community organization and organizing


concepts
 Discuss mobilization strategies for implementation of
projects.
 Interpret and apply basic concepts of social
mobilization
 Internalize Social Values as the foundation of social
mobilization and how it applies on an individual, team
and institutional levels for understanding human nature
 Generate individual/group action plan for NSTP 2
Project Implementation
Introduction

 As we work for better service, we should take note that we are


in the community to work “with the people and not for the
people”.

 That as we implement projects, we will work in partnership with


them and look at what do they have to offer so that they may
feel the worth of projects.

 Therefore, they need to identify the need for our projects, and
we work with them, we will be tapping the people’s contribution
to the projects that will be implemented in their barangay.
Community organizing

 is defined as “a continuous and


sustained process of educating people
to understand and develop their critical
awareness of their existing conditions,
working with people collectively and
efficiently on their immediate and
long-term problems, and mobilizing the
people to develop capability and
readiness to respond and take action on
their immediate needs towards solving
their long-term problems” (PCPD 1990).
Understanding “Community”
 A group of people that recognizes itself or is recognized by
outsiders as sharing common geography, cultural, religious or other
social features, backgrounds and interests.
 Communities can be of varying size and include villages, districts,
municipalities, cities, and other entities with some level of defined
boundary.
 Communities can also be dispersed as seen in diasporas, refugee,
and IDP groups.
 Communities will often share some level of collective identity with
shared goals.
 Community can be inclusive and protective of its members, while
being exclusive of others.
Community and Subgroups
 Within community there are often divisions into clans or
castes, social class, language, religion, or other markers
of identity (gender, sexual, age, etc.).

 Community might be socially controlling, making it


difficult for subgroups, particularly minorities and
marginalized groups, to express their opinions and claim
their rights.

 Protection for one group with a community might not


extend to all groups.
Community Organization

 means “the process of bringing about


maintaining adjustment between welfare
needs and social welfare resources in a
geographical area or functional field.
Resources, includes not only agencies and
organizations, but also personnel, physical
equipment, finances, laws, leadership, public
understanding, goodwill, and participation.
Community Organization is dynamic,
pervasive, far reaching process” (ARTHUR
DUNHAM 1943)

Community Organization
 means process by which a community identifies its needs
or objectives, orders (or ranks) these needs or objectives,
develops the confidence and will to work at these needs
or objectives, finds the resources(internal and/or
external) to deal with these needs or objectives, takes
action in respect to them, and in so doing extends and
develops cooperative and collaboratives attitudes and
practices in the community”(MURRAY G. ROSS, 1955).
Basic Concepts
Aim of community development
and Organization:

 To help the people to acquire a coherent


meaning to life; it leads people to studying,
performing and achieving of a system useful
for the equilibrium and develop of human
being (Andres, 1988)

 Through community development the


people develop a common feeling of solidarity
and become aware that they can achieve
positive change in themselves. (Andres, 1988)
Purpose of Community Organizing

 Man is social being. He cannot develop unless


he is part of society. He must work together
with his fellowmen for common interest. The
problems of other men are his problems.
Together they must search for solutions.
Thus, it is the people of community who
must organize themselves. (Andres, 1988).
Ecological Model
Objectives of Community
Organizing (PCPD, 1990)
 To make people aware of social realities toward
the development of local initiative, optimal use
of human technical and material resources and
strengthening of people’s capabilities.
 To for structure that uphold the people’s basic
interest as oppressed and deprived section of the
community, and as people bound by the interest
to serve the people.
 To initiate responsible actions intended to
address holistically and the various community
health and social problems.
What is Social Mobilization?
Mobilization - a Military terminology
To Mobilize = prepare forces for action

Social Mobilization
• A process of motivating communities to organize in a
cohesive group for an active participation towards their
own development
• An integrative process where stakeholders are stimulated
to become active participants in social change, using
diverse strategies to meet shared goals
• A comprehensive planning approach that emphasizes –
Political coalition building – Community action (UNICEF,
1993; Wallack, 1989)

 Aims at informing and gaining the
commitment of community leaders as
well as local government agencies,
Nongovernmental
organizations(NGOs), women's groups
and cooperatives.

Tips On Community Mobilization
1. Know your community well, and understand their problems and
their needs.
2. Be aware of existing beliefs and practices that exist in the
community.
3. Always listen to community members carefully.
4. Do not rapidly introduce new interventions that are different from
existing practices and beliefs.
5. Try to analyze community dynamics and adjust to each situation.
6. Involve the entire community in the program right from the
beginning.

Participation is about meeting the interests of the whole community.

of various groups

• A communication medium—whether written, broadcast, or spoken—that reaches a large audience.
• Influence • Public understanding • how much attention people will pay • which actions individuals or
communities are likely to take.

4. Advocacy - The act or process of supporting a cause or proposal
