Introduction
In an attempt to determine the suitability and adaptability of a
federal system as an alternative to the unitary system of
government in the Philippines, the aim of researchers in
conducting this study is to determine the awareness of the
students from University of Luzon if the country is ready to
adopt federalism. It is, moreover, the intention of the study to
gauge the possible impact of adopting a federal system of
government upon the political, economic and social life of the
Filipino people, vis-a-vis awareness, suitability, adaptability,
local autonomy, national unity, national security, political culture
and the process of the conversion of the present form of system.
Statement of the Problem
This study aims to assess the level of awareness and acceptability of the students on Federalization as good governance in
the Philippines which will serve as measure of the researcher in proposing tips to enhance their knowledge about the
concept of federalism.

Specifically, to answer sub-problems below:


1. What are the profile of the students of University of Luzon as to:
– Age
– Gender
– Course level
– Parent’s educational background
2. What is the level of awareness of the students on Federalization as good governance in the Philippines as to the
following aspect:
– Social aspect
– Political aspect
– Economic aspect
3. How acceptable is the federalization as a new good governance as to:
– Powersharing Arrangements
– Distribution and Delivery of Basic Services
4. What propose information dissemination can be recommended to enhance understanding of the students about
Federalization?
Methodology
The researchers utilized the descriptive method. According to
Posinasettie (2014), descriptive is used to obtain information
concerning the current status of the phenomena to describe "what
exists" with respect to variables or conditions in a situation. The
methods involved range from the survey which describes the
status quo, the correlation study which investigates the
relationship between variables, to developmental studies which
seek to determine changes over time. Relatively, it describes
further the phenomenon by assessing the level of awareness and
acceptability of the students on Federalization as good
governance in the Philippines, hence, the descriptive method was
used.
Significant Findings
Based on the data gathered, the following salient findings were discovered:
• Profile of the Students of University of Luzon
– Ages of the Respondents. Almost all of the students from different
colleges at the University of Luzon are of legal ages and few of them
are 17 years old.
– Gender. Majority of the students from different colleges at the
University of Luzon are male.
– Course Level. Majority of them are 4th year, some of them are 3rd year
and 35 of them are first year with a percentage of 35. Only 29 of the
respondents are second year.
– Parents’ Education. Majority of the participants’ parents are college
graduate and most of them are high school graduate.
Significant Findings
• Level of Awareness of the Students on Federalization as Good
Governance.
– Social Aspect. The awareness of the students on federalization as
good governance when it comes to social aspect with an overall
mean rating of 2.15 with a descriptive rating of moderately aware.
– Political Aspect. The level of awareness of the students on
federalization as good governance as to aspect which resulted to an
overall mean rating of 2.16 with a descriptive rating of moderately
aware.
– Economic Aspect. The level of awareness of the students on
federalization as good governance as to economic aspect which
resulted to an overall mean rating of 2.15 with a descriptive rating
of moderately aware.
Significant Findings
• Acceptability of Federalization as a New Good
Governance.
– Power-sharing Arrangements. The level of acceptability
of the federalization as a new good governance as to
power-sharing arrangements which resulted to an overall
mean rating of 2.16 with a descriptive rating of moderately
accepted.
– Distribution and Delivery of Basic Services. The level of
acceptability of the federalization as a new good
governance as to distribution and delivery of basic services
which resulted to an overall mean rating of 2.20 with a
descriptive rating of moderately accepted.
Conclusion
Based from the findings, the researchers concluded that: Majority of the students from
different colleges at the University of Luzon who participated in this study are 4th year,
male and 19 years old. In line with the awareness, majority of them are moderately aware of
the benefit of federal government in the Philippines specially in line with social, political
and economical. The students are moderately aware that federal form of government
promotes peace, unity and fast response to constituents’ needs as well as it can help identify
who among the provinces, regions, municipalities and cities who are well-functioning and
those who are not. Furthermore, federal government is moderately accepted by the students
from different colleges at the University of Luzon for they believed that it may promote
economic prosperity in the regions and provide incentives for Filipinos to live and work
outside Metro Manila and establish powerful economic regions the center of powers, finance
and development throughout the country.
The researchers also concluded that the respondents had low understanding about
federal system of government that is why they also had moderate level of acceptance of
such. Therefore, a need to enhance their awareness about federal system of government
which could help enhance national unity through applications of the essential features of a
federal convention.
Recommendations
Based on the conclusions, the researchers offer the following
recommendation:
• Media shall start talking about federal system of government to
augment the knowledge and understanding not only by higher
officials, students, political bodies and others but all citizen of the
Philippines.
• The Philippine government should therefore come up with strategies
and structures to solve security issues, which include seeking
financial help from the developed countries to hire more security
officers to strengthen the implementation of federalism.
• Future researchers may conduct the impact or the degree of
implementation of federal system of government in the Philippines.
