SECTION 1. TITLE: AN ORDER
AMENDING EXECUTIVE ORDER NO.
28, S. 2020 RE THE ESTABLISHMENT
OF SAN MANUEL MUNICIPAL TASK
FORCE AGAINST COVID-19.
SECTION 2. COMPOSITION OF THE SAN MANUEL MUNICIPAL TASK FORCE AGAINST COVID-19. The Municipal Task Force on
COVID-19 shall be composed of the following:

The Emergency Operation Center (OEC) which is located at the Public Order
and Safety Unit (POSU) office will serve as the 24/7 Command Center
for COVID-19 related issues. Dra. NIKKI ROSE R. AGCAOILI will
be the Emergency Operations Officer, and the OEC will be manned by
the different staff of RHU and LDRRMO, as well as the Contact Tracers.

SECTION 3. TEAM COMPOSITIONS OF THE
MUNICIPAL TASK FORCE. The Municipal
Task Force shall have, but shall not be limited to
the following teams:
 
3.1. Contact Tracing Team (CTT)
 
3.1.1 Composition of Contact Tracing Team (CTT). The Contact Tracing Team of the Municipality of San Manuel, Isabela shall be
composed of the following:

3.1.2 Duties and Responsibilities of Contact Tracing Team (CTT). The Municipal Contact
Tracing Team (CTT) shall have the following duties and responsibilities:

3.1.2.1 Conduct contact tracing for all persons with known exposure to a COVID-19 patient to ensure that
they are strictly observing the home quarantine measures;
 
3.1.2.2 Monitor the status of Person Under Investigation (PUI), Person Under Monitoring (PUM), family
members with known contact to a confirmed case to mitigate possibility of contagion; and
 
3.1.2.3 Report daily to the COVID-19 Provincial and Regional Task Force.
 
3.2 Diagnostic and Testing Team (DTT)
 
3.2.1 Composition of the Diagnostic and Testing Team (DTT). The Municipal
Diagnostic and Testing Team (DTT) shall be composed of the following:

3.2.2 Duties and Responsibilities of the Diagnostic and Testing Team (DTT). The
Municipal Diagnostic and Testing Team (DTT) shall have the following duties and
responsibilities:
 
3.1.2.1 Facilitate the conduct of the expanded testing and provide framework for formulation and
operations;
 
3.1.2.2 Respond to the prevention and mitigation of COVID-19, through, but not limited to, Real
Time-Polymerase Chain Reaction (RT-PCR), blood testing to antibody testing, antigen test,
to temperature scanning and recording of symptoms; and
 
3.1.2.3 Testing of probable or suspected cases, both through PCR (swabbing) and Rapid Anti-
Bodies Test Kit, must be conducted
3.3 Patient Management and Monitoring Team (PMMT)

3.2.1 Composition of the Patient Management and Monitoring Team


(PMMT). The Municipal Patient Management and Monitoring Team (PMMT)
shall be composed of the following:

3.2.2 Duties and Responsibilities of the Patient Management and
Monitoring Team (PMMT). The Municipal Patient Management
and Monitoring Team (PMMT) shall have the following duties and
responsibilities:
 
3.1.2.1 Keep track of the status and health of all individuals whether those
who are probable, suspected, or confirmed, including those who are in
quarantine or scheduled to go in quarantine.
 
3.2.3 Units Under the Patient Management and Monitoring Team (PMMT). Under the PMMT are the following units:
3.2.3.1 Isolation Facility Management Unit (IFMU).
3.2.3.1.1 Composition of Isolation Facility Management Unit (IFMU). The Isolation Facility Management Unit (IFMU) shall
be composed of the following:

3.2.3.1.2 Duties and Responsibilities of Isolation Facility Management Unit
(IFMU). The Isolation Facility Management Unit (IFMU) shall have the following duties
and responsibilities:

3.2.3.1.2.1 Provide framework for the formulation of identifying and/or maintenance of


isolation facilities, including maintenance of lighting and ventilation, electrical
fixtures, switch/change power source in case of brownout, etc., that will house
probable or suspected and/or confirmed cases of COVID-19 pursuant to existing
guidelines of the Department of Health; and
 
3.2.3.1.2.2 Enforce, regulate, and/or administer mandatory fourteen (14) day quarantine of
concerned individuals.
 
 
3.2.3.2.1 Composition of COVID Referral and Liaison Unit (CRLU). The COVID
Referral and Liaison Unit (CRLU) shall be composed of the following:

3.2.3.2.2 Duties and Responsibilities of COVID Referral and Liaison Unit (CRLU). The
COVID Referral and Liaison Unit (CRLU) shall have the following duties and responsibilities:
 
3.2.3.2.2.1 Serve as coordinators and/or liaison between referral centers/ hospitals and the
LGUs, health providers, primary healthcare units or laboratory facilities for all
communications on COVID-19 concerns including, but not limited to, referrals,
consultations, data requests, validation, and follow-up; and
3.2.3.2.2.2 Guarantee the unhindered processing of symptomatic COVID-19 positive patients
from the transfer and admissions thereof to concerned health facilities.
3.2.3.2.2.3 Fetch and/or transport LSIs and ROFs, as well as COVID patients to and from
medical institutions.
 
3.2.3.3 Reintegration and Psychosocial Counselling Unit (RPCU).
 
3.2.3.3.1 Composition of the Reintegration and Psychosocial Counselling Unit
(RPCU). The Reintegration and Psychosocial Counselling Unit (RPCU) is composed of
the following:

3.2.3.3.2 Duties and Responsibilities of Reintegration and Psychosocial Counselling Unit
(RPCU). The Reintegration and Psychosocial Counselling Unit (RPCU) shall have the following duties
and responsibilities:

3.2.3.3.2.1 Provide psychosocial support to affected or individuals in need, the scope to which includes
probable, suspected, and conformed cases, and those who has contact with them, upon
certification of completion of any mandatory quarantine period and/or release of a negative
COVID-19 test result by a competent, and authorized facility/agency; and
 
3.2.3.3.2.2 They shall mainly focus on recovered COVID-19 patients who suffer discrimination from the
society; In the same vein, LGUs must push for psychosocial programs and action plans to help
patients, survivors, and health workers overcome the psychosocial effects after experiencing the
hardships of the pandemic, which will be their way to reintegration to the new normal.
3.2.3.4 Logistics and Resources Support Team (LRST).
3.2.3.4.1 Composition of Logistics and Resources Support Team (LRST). The Logistics and Resources Support Team
(LRST) is composed of the following:

3.2.3.4.1 Duties and Responsibilities of Logistics and Resources Support Team
(LRST). The Logistics and Resources Support Team (LRST) shall have the
following duties and responsibilities:

3.2.3.4.1.1 Effective management, procurement, and distributions of all LGU


resources for battling COVID-19 or for provision of assistance from relief
packs, PPEs, disinfectants, and all other related resources including the
determination of, and establishment of isolation and holding facilities; and
 
3.2.3.4.1.2 Ensure that necessary support and resources are readily available for the
people throughout the duration of the localized quarantine.
3.2.3.5 Management of COVID Deaths (Suspects, Probable, Confirmed) Team.
3.2.3.5.1 Composition of Management of COVID Deaths (Suspect, Probable, Confirmed) Team. The Management
of COVID Deaths (Suspects, Probable, Confirmed) Team is composed of the following:

3.2.3.5.2 Functions and Other Responsibilities of Management of COVID
Deaths (Suspect, Probable, Confirmed) Team. The Management of
COVID Deaths (Suspect, Probable, Confirmed) Team shall have the following
functions and other responsibilities:

3.2.3.5.2.1 The Team Leader, Engr. Edwin A. Abarra, and the rest of the Team, shall
manage the proper disposition/interment of the human remains; and
 
3.2.3.5.2.2. The Local Philippine National Police (PNP) and the concerned barangays
shall provide perimeter security during the interment.
3.2.3.6 Management of COVID Health Care Wastes Team.

3.2.3.6.1 Composition of Management of COVID Health Care Wastes Team.


The Management of COVID Health Care Wastes Team is composed of the
following:

3.2.3.6.2 Functions and Responsibilities of Management of COVID Health Care Wastes Team . The Management
of COVID Health Care Wastes Team shall have the following functions and responsibilities:
> Ensure that proper chemical disinfection of infectious and contaminated health care wastes is done by the collection personnel during waste
collection and transport to reduce or minimize biological hazards and exposure of waste collectors and transporters.

> Conduct regular disinfection of all equipment, facilities, and collection and disposal vehicles.

> Store, collect, and transport COVID-19 related wastes separate from domestic wastes, on a separate schedule, or keep it contained in a
separate container within the collection vehicles, to ensure the same are not mixed with other wastes. This should be done in accordance
with the DOH Health Care Waste Management (HCWM) Manual.

> Refrain from manually sorting of wastes in the collection vehicles, and in disposal facilities.

> Must be kept informed and aware of the classification of wastes being delivered to take precautionary measures and to maintain a safe
distance from and avoid direct contact with the wastes.

> Keep records of the generated and collected COVID-19 health care wastes for monitoring purposes.
 
SECTION 4. GENERAL PROTOCOLS TO BE ADOPTED BY THE LOCAL TASK FORCE
AGAINSTS COVID-19:
 
4.1 1ST STEP - CONTACT TRACING
 
Agents of the Task Force, upon receipt of the report of a confirmed, suspected, or probable case, shall verify
the identity of the confirmed/suspected/probable individual and establish contact with them either through phone, e-
mail, or in-person outreach. If the confirmed/suspected case is deceased, seek out their immediate family and use
them for contact tracing. The Task Force shall set the parameters on the potentially infectious period before the
isolation of the confirmed/suspected individual. This shall determine the period when the individual is most
infectious which will help in tracing other possible cases. It is to be noted that as per recent studies, this period is
usually 48 hours before onset symptom for symptomatic cases.
 
As a guide to the Task Force, the probable contacts may be the following: (a) household members; (b) intimate
partners; (c) individuals providing care for the household (kasambahay); and (d) individuals who has had close
contact (closer than 6 feet) for a prolonged period (20-30 minutes).
 
4.2 2ND STEP – ISOLATION
 
Probable, and suspected cases, including those identified to have had contact with
such cases, including confirmed cases, shall be put in isolation or required to undergo
quarantine for a minimum of fourteen (14) days or when test results from a
government acknowledged institution or testing kit yields negative results, whichever
is shorter.
 
If probable and suspected cases, or contact starts to show symptoms akin to
COVID-19, the Task Force shall refer the case to the appropriate hospital. Individuals
with mild symptoms are referred to Level 2 Hospitals while those manifesting severe
symptoms are transferred to Level 3 or Level 4 Hospitals.
 
4.3 3RD STEP – TESTING
 
All cases and contacts of such cases shall be subject to appropriate tests.
 
Infected individuals exhibiting mild symptoms and even those asymptomatic must
be admitted. Provinces and highly urbanized cities must put up 1,000 bed capacity
isolation facilities to cater to possible surge of cases once ECQ is lifted.
4.4 4TH STEP – REINTEGRATION OR REFERRAL
 
Upon release of credible test results, the LGU shall either cause the
reintegration of the person to the community, if the result is negative, or the
referral of the case to an appropriate facility, if the result is positive. In both cases,
the LGU shall provide the person with psychosocial support. Positive cases shall
then undergo again all the steps starting from the 1st step.
 
SECTION 5. ROLE OF THE LGU. The LGU, through its
Task Force, are required to submit regular Status Reports. Inaction of
LGU, or any action considered excessive and inconsistent with the
said provisions shall be dealt with accordance to Section 6 of RA
11469 and other relevant national laws and policies.
 
SECTION 6. ROLE OF THE BARANGAYS. The role of the
Barangays is critical in the fight against COVID-19 for they are the
primary level of local government and are therefore instructed to
continue to implement the orders of the National Government in their
respective jurisdictions.
 
SECTION 7. SEPARABILITY CLAUSE. Should any
section or provision of this Order be declared invalid or
unconstitutional by any competent court, the other section or
provisions hereof, which are not affected thereby shall continue.
 
SECTION 8. REPEALING CLAUSE. All executive orders, rules and
regulations, or part thereof, in conflict with, or inconsistent with any provisions
stated herein, shall be considered repealed, amended, or modified accordingly.
 

SECTION 9. EFFECTIVITY. This Executive Order shall take effect


immediately.
