ADMINISTRATIVE ANNUAL REPORT

DIVISION 2020
As of December 31, 2020, the Port
Management Office of Surigao has a total
of (79) competent personnel, which is
composed of (78) plantilla item holders
and (1) reassigned personnel, Florian E.
Valdez, designated as Acting Finance
Manager in TMO Agusan . Out of 109
plantilla positions, 79 or 72.48% is filled-
up and 30 or 27.52% is vacant or unfilled
positions.

In 2020, three (3) personnel were promoted, namely;
1. Lady Diana Allen C. Basco - BDMS
2. Elvis Aurelio Daguman - CSO A
3. Harold Daine B. Plaza - Procurement B

Adding to the pool of competent working force of PMO


Surigao Family are the two (2) newly hired personnel,
namely;

2. Kervic S. Quirequire - Civil Security Officer C

In consonance with the PPA’s mission to provide a
meaningful and gainful employment and to
continuously recognize employees’ contribution
and loyalty, the PMO PRAISE identified eleven
(11) employees who are entitled of Loyalty
Awards for their 10th, 15th, 20th and 30th year of
unselfish dedication, service and commitment in
PPA.
A cash incentive corresponding to the number of
years in PPA were given, while plaques of
recognition were given during the PMO Year-End
Recognition and Thanksgiving last December 18,
2020

As part of PMO’s adherence to Program on
Awards and Incentives for Service Excellence
(PRAISE) and in order to boost employees’
morale, the PMO Surigao PRAISE Committee
identified personnel for their excellent
performance and plaques/certificates of
recognition were given during the PMO Year-End
Recognition and Thanksgiving last December 18,
2020.

Consistent with the PPA’s mission to create a nurturing
environment that promotes learning, professional growth and
continuous career enhancement of employees, the PMO Surigao
were able to maximize the opportunities of letting the personnel to
attend various local and in-house online trainings/webinars using
online platforms such as zoom and MS Teams and e-Learning
Course Modules amidst the COVID 19 Pandemic. Despite the risk
brought by the global health crisis, PMO Surigao have attained its
quality objective of 100% in ensuring all regular employees to
attend at least one (1) training/seminar every year.

To continuously nurture a positive working environment,
PMO Surigao have planned the following activities,
namely;
1. Family Day and Wellness Seminar to strengthen
spirituality, solidarity and camaraderie among
employees.
2. Gender and Development (GAD) activities and
training programs to increase productivity in the
workplace .
But due to the emergence of COVID 19 Pandemic, the
planned activities were all cancelled.

PMO SURIGAO MILESTONE
amidst COVID 19 Pandemic
PMO Surigao have participated the virtual and simple celebration
of 46th PPA Anniversary and PMO Surigao’s 43rd Anniversary with
thanksgiving mass and short program.
Pagpupugay at Pasasalamat for the year’s retiree, MR. Nicanor
Castolo was celebrated last July 2020
In the spirit of thanksgiving PMO Surigao celebrated monthly
mass every first Friday of the month for the 1 st Quarter of 2020
and suspended thereafter due to the risk brought by COVID 19
pandemic. The monthly mass is being sponsored by the
participating division/s together with the monthly birthday
celebrators. PMO Surigao also observed the month-long rosary in
October.

Inter-agency involvement has been part of the PMO’s commitment to
promote network and linkages. This Office supported and showed
equal coordination and cooperation to the following inter-agency
activities following the minimum health protocols:

 Women’s Month Celebration
 Inauguration of the Surigao Del Norte Provincial Sports Complex
 Surigao Del Norte Inter Agency Sportsfest 2020

The Administrative Division has continuously monitored the utilization of Supplies and
Materials, Power, Fuel and Water as part of its austerity measures. However, for this year
there are certain expense items that reflected a negative variance (increase) over the
last year’s figure to wit:

The increase in Supplies and Materials of 9% over last year’s figure is
attributed to the increase in the number of employees late of 2019 and
the implementation of health protocols for prevention and mitigation of
COVID 19 which resulted to the increase in the utilization of forms for the
entry protocols, Traze Contact Tracing-related forms and most of all the
purchase of disinfectants, thermal guns, etc.

Water Expense likewise reflected an increase by 21% over last year’s


figure due to the increase in utilization especially due the implementation
of health protocols, wherein washing area and portable/mobile toilets
were being installed in the baseport and the terminal offices not to
mention the intense disinfection of office buildings and Comfort Rooms.

Records Management implemented the Data Tracking System (DTS). The information
system helped in giving fast and easy monitoring of communication/documents.

Supply Unit already applied the Inventory System helped in giving easy inventory of
supplies and monitoring of consumptions.

As part of the PPA’s commitment to comply with RA 9485 otherwise known as the Anti-Red
Tape (ARTA) Act, PMO Surigao has consistently monitored compliance on ARTA
provisions.

In order to prevent and mitigate spread of COVID 19 among employees, apart from the
health protocols, PMO vehicles are being assigned to shuttle the employees daily with
observance of health protocols.
