"An Act Institutionalizing The


Kindergarten Education Into The
Basic Education System And
Appropriating Funds Therefor",
Otherwise known as the Kindergarten
Education Act",
SECTION 1- Short Title

This Act shall be known as the


“Kindergarten Education Act”.
SECTION 2 – Declaration of Policy
 The State shall provide equal
opportunities for all children to avail of
accessible mandatory and compulsory
kindergarten education that effectively
promotes physical, social, intellectual,
emotional and skills stimulation and
values formation to sufficiently prepare
them for formal elementary schooling
Section 3- Definition of Terms

DepEd - Department of Education;


BEE - Bureau of Elementary Education;
Kindergarten Education - understood to mean 1 year of
preparatory education for at least 5 years old as a
pre-requisite for Grade 1;
Mother Tongue - the language first learned by a child.
Section 4-Institutionalization of Kindergarten
Education

Kindergarten is Institutionalized as part


of basic education and for school year
2011-2012

It is mandatory and compulsory for


entrance to Grade 1.
Section 5-The Medium of Instruction

The mother tongue of the learner shall


be the primary medium of instruction fo
r
teaching and learning in the kindergarte
n level
Exceptions in Mother Tongue
When the pupils in the kindergarten classroo
m have different mother tongues or when so
me of them speak another mother tongue
When the teacher does not speak the mother
tongue of the learners
When resources, in line with the use of the mother
tongue, are not yet available
When teachers are not yet trained how to use the
MTB-MLE program
Section 6-Implementing Agency
 The authority to regulate the organization,
operation and/or implementation of the
kindergarten education program of both public and
private schools shall be vested upon the DepEd,
through the creation of a new Division
under the BEE and other necessary support to
achieve successful implementation of
kindergarten education...
Section 7-Duties, Power, and Function
Oversee and supervise the organization, operation an
d implementation of the kindergarten education progr
am.
Develop the curriculum for kindergarten education consistent with the
universally accepted norms and standards, including values
formation.

Develop teaching strategies using the unique


feature of the MTB-MLE

Conceive, develop and extend a continuing
professional development program for kindergart
en teachers

Prescribe the necessary qualifications for the hirin


g and accreditation of teachers who will handle t

kindergarten education program

Supervise the establishment of various venue
s for early childhood education
Introduce innovative programs

Enrollment Requirement
Only children who are 5-years old will be eligible for
enrollment.
A certificate of Live Birth will be required for
submission until December of the same school year.

Six (6)-year old children who were not able to attend the
Kindergarten Summer Program shall be enrolled in Grade I
and will undergo the Eight (8) week Curriculum on readiness
and foundational skills.
Contingency Measures

In cases where there are no volunteers fo


r Kindergarten classes, Grade I teachers
shall be utilized without jeopardizing thei
r
functions as Grade I teachers.
