Assam is the gateway of North Eastern India and along with other North Eastern states
shares 98% of land boundary with Bhutan, Bangladesh, China and Myanmar.
The key industries of Assam – tea and energy – are clustered around Guwahati, Jorhat, Dibrugarh, and Tinsukia.

project are in the pipeline.

different districts of the state to facilitate industrial growth.

Assam government has made comprehensive efforts to promote industry investment by –
implementing ‘Ease of Doing Business Act’ aimed at speedy processing of application for setting up
industry and issuing clearances; creation of land banks, tax waivers for industry .

Government initiatives: ‘Advantage Assam’

• According to the ranking released by the Department Of Industrial Policy And Promotion (DIPP) in July
2018, Assam has improved its ranking in "ease of doing business" from 24th to 17th. Barring Assam, the
northeastern states continue to remain at the bottom of the index.
Ease of doing • To make doing business in the state easier, the government is implementing the Assam Ease of Doing
business Business Act, 2016.
• Single-Window Agency, established at the Commissionerate of Industries & Commerce in Guwahati.
• Receipt of offline applications for different services has been stopped since Oct., 2017. A total of 360
services of 35 departments are available online.

Government proposed to set up a dedicated agency, "Invest Assam", under the Industries & Commerce
Invest Assam Department. This agency will work in tandem with "Invest India" and undertake Investment Promotion &
Investment Follow-up activities on a regular basis.

Tax waiver for In a bid to woo the investors, the Assam government has formulated a new industrial policy that proposes 100
industry per cent tax reimbursement every year irrespective of any capacity utilisation for 15 years

Assam has created a land bank of more than 6,000 acres and an industrial corridor stretching 80 km from
Creation of land Guwahati to Tihu to cater to the needs of investors. Government declared area within 1 km beyond 500
bank metres on either side of NH-37 in this stretch, excluding tribal belts, wetlands, notified forest land, and VGR
land, classified as 'Industrial Zone’.

Assam Start-up Government is also implementing the Assam Start-up Policy, 2017, under which Start-ups will be provided
Policy, 2017 both fiscal and non-fiscal incentives.
