SCOPE OF PRESENTATION

 THE CLEARANCE SYSTEM
 BRIEFING AND DEBRIEFING
PERSONNEL SECURITY
Is that aspect of security which involves those
measures taken by an installation or unit to protect
itself against espionage, sabotage or subversion and
at the same time provide freedom of action and the
necessary flexibility to accomplish its mission.

For the espionage and sabotage agent to attain a


maximum degree of success, he must have
OUTSTANDING traits or characteristics

 In the sphere of the security operations, can be a


questionable virtue.
 For those of us in whom trust of our fellowmen is an
abiding instinct and consider ourselves to be astute
judges of character, we may find ourselves a definite
threat to effective security.
Example: Any classified information, no matter how apparently
insignificant or fragmentary cannot be shared with
anyone not even WITH THOSE WE LOVE.

Conceit

 Desire to satisfy ego or impress someone


 Simply to show their superiority to others

Note: this is the opportunity of the enemy to concentrate upon an


individual who has knowledge of or access to classified
information, his mission becomes relatively simple

Enthusiasm and Pride
 Anyone who is truly interested in his job finds it
difficult not to talk and write about it.

 Envy
 A feeling of jealousy or discontent for a certain
advantage or privilege given to others may lead a
person to reveal classified information just to show
that he deserves what he covets.

Ignorance

 A great many people compromise vital information


simply because they do not realize its value and do
not know the methods by which the intelligence
agent operates.
THE CLEARANCE SYSTEM
In accordance with the provisions of AFPR-G-200-53,
especially the provision on the General Policy which states
“No person shall be entitled to security clearance solely by
virtue of his grade or position or knowledge or possession of
classified matter. Such matters shall be trusted only to those
officials whose duties require such knowledge or possession
and all persons whose duties require access to classified
matter shall be individually and explicitly cleared to receive
such matter.”
THE CLEARANCE SYSTEM
Conduct Background Investigation (BI) – The BI
could either a Complete Background Investigation
(CBI) or Partial Background Investigation (PBI)
depending on the degree of sensitivity of the
assignment and the classified matter to be handled

National Agency Check (NAC)
NICA
NBI
ISAFP
PNP
IG, Provost Marshall and Intelligence Div –
PA, PNP, PAF and PN (if person is inactive
or former member of any of these unit)

ISSUANCE OF CLEARANCE
 Command Clearance – Issued for the purpose of
assignment to a sensitive position.
 Security Clearance – issued for the purpose of access
to any of the three (3) types of classified matters:

BRIEFING AND DEBRIEFING
Responsibility for safeguarding classified information in
the interest of national security both with the commander
and with the individual who is physically in the position to
exercise direct security control of that information.

The commander sees to it that the requirements with


regard to new personnel and those personnel that are
leaving his unit or installation either for reassignment,
transfer, or leaving the service are met.
BRIEFING
Is given to newly assigned/hired personnel in the unit after
they are cleared for the position where they are to be
assigned.

This may be done on an individual basis for high-ranking


officers but usually done in a classroom situation when a
large group is involved.

Presented in a formal manner and made interesting by the


use of films or aids.
The following should be emphasized to the
new personnel:

The importance of safeguarding the information he/she


possess.

The importance of security to the nation, to the PCG and


to themselves.

The penalties for violating security if they mishandle the


information entrusted to them.
DEBRIEFING
- Is a security requirement imposed on the following
personnel:

 Those personnel who have completed highly sensitive


projects or missions.

 Those who are being transferred from highly sensitive to a


less sensitive assignment or position.

 Those personnel who are leaving the service.
