BASIC SERVICES TO URBAN POOR

(BSUP)
WHAT IS BSUP?
• Abbreviation of BSUP is Basic Services to Urban Poor
• It is one of the two sub-missions of JNNURM (Jawaharlal
Nehru National Urban Renewal Mission) HOUSING COMPLEXES
• Urban Infrastructure and Governance mission is under the ministry UNDER BSUP
of Urban Development where as Basic Services to Urban Poor
mission is under the ministry of Urban poverty alleviation.
• The main thrust of the sub-mission on Basic Services to the Urban
Poor (BSUP) will be on integrated development of slums through
projects for providing shelter, basic services and other civic
amenities with a view to provide utilities to the urban poor.
• This scheme was officially inaugurated by Prime Minister Manmohan
Singh on 3 December 2005.
• BSUP sought to address the needs of some of the lowest-income and most vulnerable urban dwellers
in Indian cities. The promise was that these residents would receive “a garland of 7 entitlements” –
security of tenure, affordable housing, water, sanitation, health, education and social security in low-
income settlements in the 63 mission cities.
WHAT IS JNNURM?
Jawaharlal Nehru National Urban Renewal Mission is an ambitious programme of the
Government of India to bring about improvement in the existing urban service levels and urban
infrastructure in a financially sustainable manner. This programme, to be implemented over a
period of 7 years with a financial outlay of around Rs 50,000 crore from the Government of India,
will be executed in 63 cities and towns across India.

AIM OF JNNURM: The aim is to encourage reforms and fast track planned development of
identified cities.Focus is to be on efficiency in urban infrastructure and service delivery
mechanisms, community participation, and accountability of urban local bodies/ parastatal
agencies towards citizens.

OBJECTIVE OF JNNURM: The primary objective is to create economically productive,


efficient, equitable and responsive cities.
The categories of city selection are as follows: 1. Cities/Urban Agglomerations with 4
million plus population as per 2001 census like,Delhi, Hyderabad, Mumbai, ahmedabad,
Bangalore, Chennai and Kolkata.
2. Cities/Urban Agglomerations with 1 million plus but less that 4 million population as
per 2001 census like,: Patna, Faridabad, Bhopal, Ludhiana,Jaipur
3. Selected Cities/Urban Agglomerations (these are state capitals and other cities and
urban agglomerations of religious, historic and tourist importance like, Panaji -Shimla
NEED FOR SUB-MISSION ON BASIC SERVICES TO THE URBAN POOR (BSUP)
UNDER JAWAHARLAL NEHRU NATIONAL URBAN RENEWAL MISSION (JNNURM) ?

As per 2001 population census, 285.35 million people reside in urban areas. It constitutes 27.8% of the
total population of the country. In post independence era while population of India has grown three times,
the urban population has grown five times. The rising urban population has also given rise to increase in
the number of urban poor. As per 2001 estimates, the slum population is estimated to be 61.8 million. The
ever increasing number of slum dwellers causes tremendous pressure on urban basic services and
infrastructure. In order to cope with massive problems that have emerged as a result of rapid urban
growth, it has become imperative to draw up a coherent urbanization policy/strategy to implement projects
in select cities on mission mode.

This mission helps to Focus attention on integrated development of Basic


Services to the Urban Poor in the cities
AIM OF BSUP:
• To Providing tenure security.
• To provide housing at affordable prices.
• Provide social service such as education, health and social security to poor people.

OBJECTIVES OF BSUP:
• Upgrade the slums under the categories of municipal services such as water supply, toilets,
waste water drainage, solid waste management, power, roads, transport, etc.
• To improve the sustainable the quality of life of the urban poor, all the urban poor settlements
must connect with the municipal networkings.
• To ensure better education to the community,
• improved health and access to sustainable livelihoods which in turn would help reduce poverty.
• Giving an opportunity to the people to raise their voice on demands/grievances related to
basic service provision – provide better governance.

KEY COMPONENTS TAKEN UP UNDER BSUP

• Housing and development of infrastructure projects in the slums in the identified


cities
• Projects for development/improvement/maintenance of basic services to urban
poor
• Slum Improvement and rehabilitation projects
• Projects on water supply/sewerage/drainage, community toilets/baths etc
• Houses at affordable costs for slum dwellers/urban poor/EWS/LIG categories
• Construction and improvements of drains/storm water drains
• Environmental improvement of slums and solid waste management
• Street Lighting
• Civic Amenities like community halls, child care centres, etc
• Operation and maintenance of assets created under this component
• Convergence of health, education and social security schemes for the urban poor
COVERAGE
• The scheme will apply mainly to the 65 BSUP cities, where
shortages of land for housing are driving unplanned growth
and raising home prices and rentals town sustainable levels.
• The projects which should be eligible under this scheme for
assistancewould need to meet the following two criteria.

• Dwelling units should be a mix of EWS/LIG/MIG categories


with the maximum size of a dwelling unit being at 1200
square feet super area, with at least 25% of them for EWS of
about 300 square feet.
In terms of carpet area, the minimum carpet area for EWS
category shall be 25 square metres and maximum carpet area
for MIG category shall be 80 square metres.

• The sale price of dwelling units should have an upper ceiling


in terms of Rupees per square metre of carpet area. The
price ceiling would be settled in consultation with the
States/UTs for different classes of cities

• Cities with million plus: 50 % Centre share 50 %
State/ULB/Beneficiary Share
• Cities/Towns in the North Eastern and Jammu & Kashmir :
90 % Centre share 10 % State/ULB/Beneficiary Share
COVERAGE OF BSUP The BSUP covers 65 cities and
towns. These are such as;
• Seven cities having 4 million plus population as per the
2001 Census.
• 28 cities having 1 million, but less than 4 million
populations.
• 30 selected cities of religious/historic and tourist
importance.
CASE STUDY : BSUP PROJECTS OF ODISHA

•The Ministry of Housing & Urban Poverty Alleviation has approved 6 projects under the Basic
Services to the Urban Poor (BSUP) in Orissa (4 IN BHUBANESWAR and 2 in puri). These
projects have been approved by the Central Sanctioning and Monitoring Committee and

• Total project cost: 67.17 crore


• Total dwelling units: 2153 dwelling units
• Approved money: Central Government-48.77 crore and State Government- 18.40 crore.
The total Additional Central Assistance of Rs. 12.19 crore has also been released by the
Ministry of Finance.

CONCLUSION

Cities which is in lack of basic services for urban poor is creating unhygienic conditions. So
BSUP helped urban poor to have basic services like housing units, water supply, sanitation,
education, health facilities etc., From government. This will improvise the living conditions of
urban poor and will help to stop the growth of informal settlements inside the city. If government
would able to finance basic services for all urban poor in cities under BSUP, slums will get
vanished from cities and everyone can have better living conditions.
