RPPO INTRODUCTION

 RPPO is an ordinance to regulate matter relating to printing presses and


publication in Pakistan. In 1989, Ghulam Ishaq khan imposed the registration
of printing presses and publication ordinance. Later in 1997, it was reissued.
REGISTRATION OF PRESS & PUBLICATION ORDINANCE (RPPO 1989)

 Registration of press and publication ordinance aimed to dictate the working mechanism of
printing presses and publication. Even if what you have written was true and even if it was in
National Interest you were liable to be arrested and prosecuted, If the government deemed it
unfavorable.
FEATURES

 Change of place or language of publication to be made after permission from district magistrate.
 No minor to be printer, publisher or editor, below age 21.
 If the printing and publication do not come within three months of the declaration, the
declaration will be considered invalid.
 Maintenance of accounts, issuance of search warrants and appeals.
 Penalty for violating all rules and provision will be 30,000 or one year custody or both.
INTERNATIONAL COPYRIGHT

 Under section13 any copyright in the work would belong to the organization,
there shall subsist copyright in the work throughout Pakistan except as
respects its reprint, translation, adaptation or publication by the authorities of
Federal Government.
 Before making an order under section 13 in respect of any foreign country, the
central Government shall be satisfied that foreign country has made or has
undertaken to make, such provisions, if any, as it appears to the central
government expedient to require for the protection in that country of works
entitled to copyright under the provision of this ordinance.
INFRINGEMENT OF COPYRIGHT

 Copyright in any work has been infringed, the owner of the copyright shall, except as
otherwise provided by this ordinance.
 When any person without the consent of the owner of the copyright or without a
license granted by such owner or the registrar under this ordinance.
 The publication in a collection mainly composed of non-copyright matter.
 Owner or the registrar under this ordinance or in contravention of the conditions of a
license so granted or of any condition imposed by a competent authority under this
ordinance.
OWNER OF COPYRIGHT

 All plates used or intended to be used for the production of such infringing copies, shall
be deemed to be the properly of the owner of the copyright.
 copyright in any work has been violate, the owner of the copyright shall, except as
otherwise provided by this Ordinance.
 The publication in a collection mainly composed of non-copyright matter.
 All violated copies of any work in which copyright subsists, and all plates used or
intended to be used for the production of such infringing copies.
APPEALS

 Appeals against certain orders of Magistrate. Any person aggrieved by an


order made under section 73 sub-section Or, of section 74 or sub-section, or
section 74-A may, within thirty days of the date of such order, appeal to the
court to which appeals from the court making the order ordinarily lie, and
such appellate court may direct that execution of the order be stayed pending
disposal of the appeal.
