Definition of Terms:
• Unaffected Barangay – a barangay that has
never been plagued or beset by any illegal
drug activity.
• Drug-Free Barangay – a barangay that is
classified as Unaffected Barangay and has
vetted and confirmed by ROCBDC.

Validation of Reports on Absence of Drug
Personalties, Activities and Facilities
 Absence of drug personalities;
 Absence of any illegal drug activity; and
 Absence of any illegal drug facilities (i.e. drug
den, dive, or resort, cultivation site,
clandestine laboratory and chemical
warehouse)

 BADAC shall submit a report to PDEA PO and PNP indicating the ff:
1. Absence of drug personalities; 2. Absence of any illegal drug activity; and 3.
Absence of illegal drug facilities

PDEA PO and PNP shall separately conduct validation and submit a report to RIO

RIO shall conduct further validation

If the result of validation by RIO is positive for the presence of drug personality,
illegal drug activity and illegal drug facility, the concerned barangay shall be
included in the list of NIDABs

If the result is negative, RIO shall issue a certification for Absence of Drug
Personality, Illegal Drug Activity and Illegal Drug Facility (6 months validity)

BADAC shall apply for Drug-Free status upon receipt of the Certification
issued by the RIO, PDEA.

Implementation of Demand Reduction
Program/Activities (BADAC Committee on Advocacy)

The are the various demand reduction activities that

are evidently conducted in the Barangay:
a.Trainor’s training on Preventive Education for BADAC
Committee on Advocacy;
b.Drug-Free Workplace Program;
c.School-based Drug Prevention/Advocacy Program;
d.Operation of Special Drug Education Centers (SDEC) for
Out-of-School Youth (OSY); RA 9165, DDB Board Reg.1,
series 2003;
e.Participation of Family, Student, Teachers and School
Authorities in the Enforcement of RA 9165 (Art.IV)

Confirmation of Unaffected Barangay as
Drug-Free Status
* The resolution confirming the status of an Unaffected
Barangay as Drug-Free shall be accompanied by a
certification attested by the Chairman of the City or
Municipal Anti-Drug Abuse Council, as certified by
the Chief of Police of the City or Municipal Police
Office, and validated by the Regional Director of the
Philippine Drug Enforcement Agency’s Regional
Office in whose geographical jurisdiction the
Barangay is situated.
