 Thus, health care delivery system is the network of health facilities and
personnel which carries out the task of rendering health care to the people.
 In the Philippines health care system is complex set of organizations interacting
to provide an array of health services.
 The health care services being delivered in Philippines

Philippine Government Department of Health
Vision:
 It is responsible for ensuring access to basic public health services to all
Filipinos through the provision of quality health care and regulation of
providers of health goods and services. 
 Mission:
 To guarantee equitable, sustainable and quality health for all Filipinos,
especially the poor and to lead the quest for excellence in health.
 Historical background of DOH:
 On April 13, 1987, the Department of Health was created from the previous Ministry
of Health with Dr. Alfredo R. A. Bengzon as secretary of health.
 On December 17, 2016 Health Secretary Paulyn Jean Rossel-Ubial announced that in
2017 the government will start paying the hospital bills and medicines of poor Filipinos.
 Philippine health department:
 The Department of Health (DOH) is the principal health agency in the Philippines. It
is responsible for ensuring access to basic public health services to all Filipinos through
the provision of quality health care and regulation of providers of health goods and
services.
 The status of the healthcare system in the Philippines:
 Overall, the healthcare system in the Philippines is of a high standard. Filipino medical
staff are expertly trained, but the facilities may not be as impressive as those found in
high-end US or European hospitals.
 The purpose of Department of Health:
 The Department of Health is responsible for achieving the Government's priorities for:
 1. population health,
 2. primary health care,
 3. mental health,
 4. Indigenous health 
 5. community participation in sport and recreation.
 The meaning of the Department of Health:
 = The agency of a government (city, county, or nation) that regulates, coordinates, and
oversees food and drug safety, immunization services, control of epidemic diseases,
maternal and child care, substance abuse services, elder care, health statistics, and
awareness of health improvement strategies.
 One Health is a collaborative, multisectoral, and transdisciplinary approach — working at the local,
regional, national, and global levels — with the goal of achieving optimal health outcomes
recognizing the interconnection between people, animals, plants, and their shared
environment.
 Universal Health Care:
 Universal Health Care (UHC), also referred to as Kalusugan Pangkalahatan (KP),
is the
 “provision to every Filipino of the highest possible quality of health care that
is accessible, efficient, equitably distributed, adequately funded, fairly
financed, and appropriately used by an informed and empowered public”.

Universal health coverage means that all people have access to the health
services they need, when and where they need them, without financial
hardship. ...
 Universal health coverage should be based on strong, people-centered primary
health care. Good health systems are rooted in the communities they serve.
 UHC means all Filipinos are guaranteed equitable access to quality and
affordable health care goods and services, and protected against financial risk.
President Duterte signed R.A. 11223 or the Universal Health Care Act into law
last February 20, 2019.
 The legal basis of UHC
 Under the UHC Law, all citizens are automatically entitled to PhilHealth
benefits, including comprehensive outpatient services.
 PhilHealth will be responsible for purchasing all individual-based services,
including supplies, medicines, and commodities, as well as maintenance and
operating expense of health facilities.
 3 coverages under the UHC:
 To attain UHC, three strategic thrusts are to be pursued, namely:
 1) Financial risk protection through expansion in enrollment and benefit delivery
of the National Health Insurance Program (NHIP);
 2) Improved access to quality hospitals and health care facilities;
 3) Attainment of health-related Millennium .
