PROGRAMME (DPI)
DPI PROGRAMME
The Goal of NDP III is to increase Average Household Incomes and Improve
the Quality of Life of Ugandans.
18 priority programmes through which the government will aim to achieve
this goal were identified.
The Development Plan Implementation (DPI) programme is one of these 18
programmes and is housed at MoFPED.
• The DPI aims to increase efficiency and effectiveness in the implementation of the
National Development Plan.
• Contributes to objective No. 5 of NDP III. i.e. Strengthen the role of the State in
development.
• A key target of the programme is to ensure achievement of at least 80% of the NDP
III at the end of its period.
DPI OBJECTIVES
6 key objectives have been selected to enable delivery of this programme
goal namely;
• Strengthening capacity for development planning,
• Strengthening budgeting and resource mobilization,
• Strengthening capacity for implementation to ensure a focus on results,
• Strengthening coordination, monitoring and reporting frameworks and systems,
• Strengthening the capacity of the national statistics system to generate data for
National Development, and
• Strengthening the research and evaluation function to better inform planning and
plan implementation
DPI OUTCOMES
During the implementation period of this plan, the programme will aim to
achieve 9 main outcomes i.e.
1. Effective and efficient allocation and utilization of public resources,
2. Effective Public Investment Management,
3. Fiscal credibility and Sustainability,
4. Improved budget credibility,
5. Improved development results,
6. Improved compliance with accountability rules and regulations,
7. Improved service Delivery,
8. Enhanced use of data for evidence-based policy and decision making,
9. Improved public policy debates and decision making.
DPI TARGETS
NDP III outlines the following key targets to be delivered under the DPI
programme;
• Achieve at-least 80 % of the NDPIII targets;
• Increase the GDP growth rate from 6.3 % to at-least 7 % per annum;
• Increase the Revenue to GDP ratio from 15.6 % to 18 % by 2025;
• Reduction in Domestic Arrears as a %age of total expenditure for FY N-1 from 1 %
in FY2017/18 to 0.2 %;
• Increase the alignment between the Annual Budgets and the NDPIII from 60 % to
85 % at national and programme levels;
• Maintain the proportion of supplementary budget expenditure (net of loan
servicing) within 3 %.
OUR ROLE AS DPI SECRETARIAT
Wrapping up Accountability sector transitional activities
Coordinating the preparation of the Programme Implementation Action
Plans (including costing and Monitoring Frameworks)
Coordinating the preparation of the Programme Budget Framework
papers and ensuring alignment with NDP III, Manifesto and Presidential
Directives;
Organising and guiding meetings and activities of management
structures;
Preparation and dissemination of quarterly, semi-annual and annual
programme implementation reports;

Facilitating the annual programme performance reviews
Organising programme monitoring, inspection and other activities to
enable collection of physical data to facilitate evidence-based reporting;
Promoting cooperation, learning and synergies within and outside the
programmes;
Ensuring timely sharing and dissemination of key information to PWGs and
programme institutions to facilitate implementation of programme
activities
Facilitating dialogue with partners (DPs, CSOs, etc.) around each
programme on emerging policy and technical issues aimed at increasing
impact on programme outcomes
