NO. 70 (S. 2018)
“INSTITUTIONALIZING THE WHOLE-OF-NATION APPROACH IN
ATTAINING INCLUSIVE AND SUSTAINABLE PEACE, CREATING A
NATIONAL TASK FORCE TO END LOCAL COMMUNIST ARMED
CONFLICT, (NTF-ELCAC) AND DIRECTING THE ADOPTION OF THE
NATIONAL PLAN ELCAC”

PURPOSE OF THE JMC

• Creation of the Regional/Local Task Forces to End Local Communist


Armed Conflict;

• Adoption of an Enabling Umbrella Program to operationalize EO 70;

• Ensuring Regional Line Agencies and LGUs’ commitment to allocate


budget for the enabling umbrella program to ensure implementation
of programs and projects supportive of EO 70; and

• Adoption of a set of criteria and common database for the


identification of focus area and/or convergence areas in the planning,
investment programming, budgeting, program/project
implementation, and monitoring of the enabling program

Composition of the RTF-ELCAC

MEMBERS: Composed of the Joint RPOC and RDC officers and members
as follows:
• Provincial Governors/City Mayors

• Mayors of Municipalities designated as provincial capitals

• Presidents of the Provincial League of Municipalities

• Regional Directors/Heads of Offices of DILG, NEDA, AFP, PNP,


BSP, BLGF, CSC, Coast Guard District, CHR, CHED, DA, DAR,
DBM, DENR, DepEd, DOE, DFA, DOH, DOJ-RSP, DOLE, DPWH,
DOST, DSWD, DOT, DTI, HUDCC, LTO, NBI, NCIP, NICA, OCD,
PDEA, PIA, PSA, Regional Maritime Unit, TESDA, RDC Private
Sector Reps., RPOC Private Sector, NGOs, and CSOs.

OFFICERS:
 RTF-ELCAC Chairperson: The Cabinet Officer for Regional
Development and Security (CORDS) for each region or alternate
representative with a position not lower than Undersecretary

 Co-Vice Chairpersons: The Chairpersons of the RPOC and RDC

 Advisers to the CORDS: The most senior AFP Commander, Regional


Directors of PNP and NICA in the region.

 The RTF-ELCAC shall be supported by the Joint RPOC and RDC


Secretariat, with DILG and NEDA, respectively

Functions of the RTF-ELCAC

• Translate the National Plan ELCAC and its 12 Clusters/Lines of Effort


(LoE) into specific regional and local sectoral objectives:
• Harmonize, synchronize, and integrate all government PPAs to conflict-
affected and conflict-vulnerable areas through WNA and Good Governance
Approach;
• Ensure Cluster/LoE alignment and inter-agency convergence in the
implementation of programs and projects in conflict affected and vulnerable
communities of focus areas;
• Ensure deliberate and purposive efforts in addressing the CTGs or CPP-
NPA-NDF Regional Designs and its 10 Major Programs through an
intelligence driven and Cluster/LoE Initiated approach

• Operationalize EO 70 using existing implementing structures,


processes, and mechanisms at the regional and local levels;
• Implement an enabling umbrella program to operationalize EO 70;
• Enlist the assistance of any office or agency or LGU, in accordance
with their respective mandates;
• Review, prioritize, and endorse to the NTF-ELCAC policies, programs,
projects and activities needing national actions; and
• Evaluate and monitor program/project implementation including results
and outcomes and recommend appropriate policies.

ROLE OF CORDS

1. Assist in articulating the designated region’s concerns and


perceptions in the Cabinet, with other Departments, the
Office of the President, and other concerned agencies;
2. Assist the President in the speedy, efficient, and orderly
resolution of problems in government operations in the
assigned region;
3. Ensure that all PPAs of the national government in his/her
region are well implemented, and information thereon fully
disseminated to the people through various mechanisms
and strategies;

4. Undertake regular visits for the purpose of conducting


consultations with local officials and the private sector
in the region of assignment; and
5. Preside over or supervise the conduct of joint meeting
of the RDC and RPOC to harmonize peace, security,
and development efforts in the assigned region.

RTF-ELCAC TWG

The RTF-ELCAC TWG shall:

• Be created to serve as the RTF-ELCAC’s technical arm in


operationalizing EO 70 at the regional level. It serves as the
clearing house for key regional peace and development proposals
including those emanating from the clusters/lines of efforts (LOEs).
• Be composed of the following regional agencies/offices (as
identified in EO 70):
 DILG, DOE, NEDA, AFP, PNP, DBM, DOJ, DPWH, DAR, DSWD,
DEPED, NICA, TESDA, OPAPP, NCIP, DOH, CHED, DA, DENR,
DTI, DOLE, PIA, and two (2) PRIVATE SECTOR
REPRESENTATIVES

RTF-ELCAC TWG

The RTF-ELCAC TWG shall:

• Have a Chairperson and two (2) Vice-Chairpersons


(Security Sector and Civilian Government Sector) which
shall be determined by the RTF-ELCAC TWG. Heads of
other government agencies and institutions may be invited
as resource person(s) during RTF-ELCAC TWG meetings.
• Assist the RTF-ELCAC in the performance of its functions
as indicated in EO 70

RTF-ELCAC TWG

The RTF-ELCAC and TWG members shall have the


following responsibilities:

 Assign a permanent focal person;


 Attend regular meetings;
 Take action on issues/concerns and agreements raised
during the meetings; and
 Provide assistance and support in all activities.

Clusters/LOE

CHARACTERISTICS:
• The RTF-ELCAC is composed of five Core Clusters/LoE:
• Situational Awareness and Knowledge Management;
• Strategic Communication;
• Legal Cooperation;
• Local Government Empowerment; and
• Sectoral Unification, Capacity Building, and
Empowerment.

Core Clusters shall provide support to other Clusters to ensure


their responsiveness and achieve the desired outcome.

Clusters/LOE

Functions, Duties and Responsibilities of Clusters/LoE:

• Assist the RTF-ELCAC and its TWG in the identification and


implementation of programs, activities, and projects (PAPs);
• Formulate implementation plans with strategic interventions
focusing on the identified EO 70 priority areas which are
development ready;
• Ensure implementation of 12 Cluster/LoE action plans in line with
the National Cluster IMPLANs; and
• Initiate the conduct of regular cluster meetings/convergences and
inter-cluster meetings/convergences

Regular Conduct of Meetings

• The NTF will have quarterly meetings. The RTF-


ELCAC shall meet at least once every quarter to be
convened by the CORDS as agreed by the Joint
RDC-RPOC.
• Secretariat meetings shall be conducted not later than
two weeks prior to the date of the RTF-ELCAC meeting
to ensure that RTF-ELCAC agenda items forwarded to
the RTF-ELCAC have been thoroughly deliberated
upon by stakeholders at the TWG and LoE level.

Regular Conduct of Meetings

• Cluster/LoE meetings shall be conducted 3-5 days


prior to the regular Secretariat meeting.
• Special meetings may be set to tackle emergency
issues, policy concerns and other activities.
• Secretariat decisions are recommendatory in
nature and contained in a memorandum addressed
to the RTF-ELCAC (Joint RPOC-RDC).

• A team composed of the DILG and NEDA shall


serve as the secretariat of the RTF-ELCAC and its
TWG.
• Each agency may designate a division (staff)
which shall serve as the lead secretariat with
assistance from the other divisions.

Establishment of OpCen

• The RTF-ELCAC shall establish its operations


center to monitor and supervise the implementation
of programs, projects, and activities at regional and
sub-regional levels. The RTF-ELCAC shall designate
personnel who will run and manage the operations
center on a 24/7 operations.
