POLICING IN

INDONESIA
• In 1945 Indonesia’s National Police Organization has been a
national force, financed, directed and organized by the central
government.
• Its main duties is to maintain public order and security.
• The commander bore the title of police chief and was the highest
ranking uniformed police officer in the nation.
• The police had its own territorial organization made up of
seventeen jurisdictions, EACH OF THIS was know as A POLICE
REGIONAL COMMAND (POLDA)
• Each polda was administratively subdivided at the district,
subdistrict and village level.
• Polda metrojaya had responsibility for the metropolitan Jakarta
area.
• Each polda had its headquarters in a provincial capital and was assigned
police units varying in strength and composition accourding to the needs
dictated by the characteristics of the area.
• These forces were organized as a city police forces or rural units and were
under the operational command of the polda commander whos responsible
to national police headquarters.
• Police were organized into specialized elements;
1. The uniformed police are the general police who control and prevent
crime.
2. The traffic police patrolled the nations roadways
3. The woman police who specialized social matters and welfare of women
and children.
4. Elite units of police were employed to enforce order in terrorists
situations
• THESE POLICE WORE THE SAME UNIFORM AS THE OTHER POLICE BUT
WERE DISTINGUISHED BY SPECIAL BADGES.
• A small unit of sea and air police patrolled the national waters and airspace,
providing tactical aid to other elements by regulating traffic, guarding
against smuggling and theft of fish and supplying transport.
• Plainclothes police were assigned primary responsibility for criminal
investigations, especially in complex cases. They handled forensics,
intelligence, security and technical aspects of crime fighting such as
fingerprinting and identification.
MOBILE BRIGADE
• Is one of the oldest national police unit formed in 1945
• It assigned task to disarming remnants of the Japanese imperial army and
protecting the chief of the state and the capital city.
• It fought in the revolution and the troops took part in the military
confrontation with Malaysia in the early 1960’s.
• Police recruits were volunteers. Applicants were required to have at least
sixth grade education and to pass a competitive examination like physical
fitness, good moral character.
• The police command and staff school offered advanced training to police
officers assigned to command units at the subdistrict, district and polda level.

• GOVERNMENT- Indonesia is a republic with a presidential system. As a


unitary state, power is concentrated in the central government. It has
EXECUTIVE, JUDITIAL AND LEGISLATIVE.
• PRESIDENT OF INDONESIA- head of the state and government. Commander
in chief in national armed forces. Director of the domestic-governance, policy
making and foreign affairs. Appoints council of ministers and serve a
maximum of 2 consecutive 5 year term.
ORGANIZATIONAL STRUCTURE
CENTRALIZED AND DIVIDED INTO TERRITOIAL FORCES
a) KEPOLISIAN NEGARA REPUBLIK INDONESIA (POLRI)- the official police
force of Indonesia. As a national agency and has a large central headquarters
in Jakarta. It is under the jurisdiction of the defense minister.
b) KEPOLISIAN DAERAH/ POLISI DAERAH (POLDA)- the provincial police
command to cover provinces.
c) POLDA METRO JAYA- special command for the province of Jakarta
d) KEPOLISIAN WILAYAH/ POLISI WILAYAH (POLWIL)- a intermediary
coordinating command designed to enhance coordination between
provincial commands and districts for super large provinces like east, west,
and central java
e. KEPOLISIAN/POLISI KOTA BESAR (POLTABES)- special commands for
capital city district and cities.
f. KEPOLISIAN RESORT/ POLISI RESORT (POLRES)- district command for
districts
g. KEPOLISIAN SEKTOR/POLISI SEKTOR (POLSEK)- sub district command
h. COMMUNITY POLICE OFFICERS (POLMAS)- villages
SERVICE BRANCHES OF POLRI
1. MOBILE BRIGADE- a special police force for dealing in paramilitary and
other kinds of conflicts which normal police cannot take action against it.
2. DETACHMENT 88- densus 88 is a special force in dealing with terrorism
3. POLISI LALULINTAS- a police service that have specialty in duty for
directing, controlling and take action in traffic in the streets, roads and
highways.
4. POLISI PERAIRAN- guards and secure the sea and the cost of Indonesia
5. SABHARA OR SAMATRA- a public police force that enforce law and to
protect and serve
6. PHH (police hura-hura)- known as the riot police of indonesia
7.POLISI TURIS- a police service for tourist purposes
8.POLSUSKA- guards inside trains and train station
9.POLISI KEDUTAAN- secures international embassies in Indonesia
10.POLISI BANDARA- enforce law in airports of the country
11.GEGANA- has the ability to deal with explosives and bombings that would
attack the public
12. BARESKRIM- an interior police that works in the headquarters and its
duty to investigate criminal activity and crime identification.
RECRUITMENT AND TRAINING
POLICE RECRUITS WERE VOLUNTEERS
• Indonesian citizen
• Age 16 to 21
• Have faith and fear of God
• At least 6th grade education and pass the competitive examination
• Physically and spiritually healthy
• Never been convicted to crime
• Authoritative, honest, fair and have good moral character
• Willing to be placed throughout the territory of the Indonesia
RANKS
• In the early yrs, polri used European police style ranks
• In the 90’s the rank changed to a military style
• In the 2000, they used british style police ranks
• And now the polri returned to dutch style ranks
