Capacity Development Agenda

Describes the capacity development requirements of LGUs to be


able to absorb, manage, and sustain the responsibilities under a
fully devolved set-up.

The CapDev Agenda shall be informed by the result of the capacity assessment following
the
guidelines of the DILG-Local Government Academy (LGA)

Results of the capacity assessment for CapDev Agenda shall guide the provinces, cities, and
municipalities in updating their OSSP

LGUs shall ensure that funding for their identified capacity development requirements will
be included in their Annual Investment Program (AIP) and Annual Budget

Section 3: Capacity Development Agenda
• LGU shall accomplish Attachment 3-A (Annex G-2) using
the capacity development pillars which is the framework
for assessing the LGU capacity development
requirements to be able perform its fully assumed
functions, fulfill its accountabilities and produce desired
results
• LGU shall prioritize which of these capacity
development needs shall be addressed in FY 2022 to
FY 2024
