Reasons for the increase/decrease in collections
by tax type
From January-December 2012 withholding tax
1 collections increased by 25.44% or in the amount of
₱380,290,546.93.
Collections from VAT from January-December 2012
2 increased by 20.86% equivalent to ₱127,123,218.42
because of voluntary compliance both corporate and
individual taxpayers. Letter Notices issued by the
National Office were great encouragements to
taxpayers to pay voluntarily.
From January-December 2012 Percentage tax (%)
3 shows a positive collections by 3.09% or the amount of

16
Excise tax collections from January-December 2012
4 posted a growth rate of 38.96% or the total amount
of ₱57,653,734.90. This is brought about by strict
monitoring of Mining in our area of jurisdiction
particularly in RDO 104 Bayugan City and RDO 105
Surigao City.

5 For the same period collections from other taxes is

increased by 2.52% or the total amount of
₱4,749,384.64, inspite that there was a big ticket
3 ONETT transaction in 2011, and no such transaction
made for the same period this year.

17
Per Department of Budget and Management (DBM) Report for the year 2011, Internal Revenue
Allotment (IRA) disbursed in CARAGA Region amounted to P8,860,359,843.00. Ladies and Gentlemen, what
the BIR collected in this area as taxes, were returned to CARAGA almost three (3) times.
It appears that no single centavo was missing, taxes collected by BIR Region No. 17 CARAGA,
were given back to the CARAGA people almost threefold. Thus, all revenues collected in this region were all
accounted for.
For this year 2013 per Local Budget Memo No. 66.A dated Dec. 28, 2012 the total IRA in this
region is P11,920,556,051.00 increased by 34.54%.

18
Ang pera ng taong-bayan ibinibigay
bilang buwis sa gobyerno, walang nawala
kahit isang sentimo, ibinalik uli sa rehiyon.

Your continued support to the BIR

has not wasted nor put in vain and therefore,
once more, may I appeal to each and
everyone to pay your correct taxes so we
may able to collect sufficient taxes enough to
support our nation.

19
The good performance of the BIR-CARAGA will not
be achieved without the support of the taxpayers and of
course other organizations, institutions and business
enterprises as withholding agents. So at this juncture, may I
once more solicit your help for the year 2013.

Huwag po tayong magsasawa sa pagbabayad ng

tamang buwis bilang mamamayan. Sa ating professionals
huwag sana tayong mapagod sa pagtulong sa ating BIR
3 mangolekta ng tamang buwis. Tayo lamang po and pag-asa
ng ating mahihirap na kababayan.

20
Kung tama ang binabayad nating buwis, marami
pang gastos ang gobyerno para umunlad ang ating
kababayan sa kanilang salat na kabuhayan.

Thus, if we pay taxes correctly, there’s no reason

3
why we cannot improve the quality of lives of our less
fortunate countrymen. Only in doing so, that we prevent
criminality and attain peace and order in our society, and
ultimately bring progress to our country. I suppose all of
us have the same dream of a progressive Philippines.

21
And so, ladies and gentlemen, let us together, BIR and your
organization revitalized our partnership in tax collections, so we can
generate sufficient amount to cover the expenses of our government.

Through correct payment of taxes, we can ensure a better

country not only today but also for the future generations.

Finally, may I say “thank you” to all of you!

But please don’t forget these words:
