Background and purpose of the study
• This research article attempts to investigate Public service motivation and
organizational politics on Nepal Civil service employees’ organizational
commitment
• Public service: service provided by the government through different
administrative and development unit to the people
• Public service motivation(PSM) concept extracted from Perry and Wise 1990
• 4 scale measurement was used to measures PSM in individual
• Focus was also on Perception on Organizational politics and organizational
commitment
• The study tried to examine relationships among PSM, POP and organizational
commitment of civil employees of Nepal

Basic arguments/ Rationale of the study
• To investigate the instrumentality and generalizability of PSM
instrument developed by Perry (1996) in Nepali context
• To examine the interactive effects of PSM and POP on Nepalese Civil
Employees’ organizational commitment
• To examine the effect of different dimensions of PSM on Nepalese
civil employees
• To examine the negative relationships of POP to organizational
commitment
Methodology
• Study Design: Hypothesis conducted
• Population and Sample:
Population: 26 ministries of Nepal Government
Sample: 100 employees(50 employees from Ministry and central level
offices and 50 employees from regional and district level offices)
Sampling Design
• Population: 26 Ministries of Nepal Government divided into four categories
based on role and responsibilities—development sector, social sector, finance
and economic sector and energy and science and technology sector
• Sampling frame: 3 ministries each from first two sectors and two ministries
each from remaining two sectors were randomly selected i.e. 10 ministries
• Sampling technique: Probability Sampling: Stratified Sampling
• Determining sample size: 100 employees each from 10 ministry(50 employees
from Ministry and central level offices and 50 employees from regional and
district level offices)
• Executing Sampling process- 1000 employees were surveyed. Only 443
responded to the questioning with 396 usable responses

• Data Collection: Cross sectional survey questionnaire
• Measures/Instruments:
 Perry’s 24-item scale of PSM
Kacmar and Carlson’s 9 items of POP
Meyer and Allen’s(1997) 6 items of organizational commitment
7-point Likert type scale( 1-strongly disagree-7 strongly agree)
• Data Analysis: to check the dimensionality of PSM instrument
Exploratory Factor Analysis
Confirmatory Factor Analysis and Reliability Analysis
Multiple Regression Analysis
Major Findings
• PSM exist in Nepali context but not all dimensions are reproduce
• Self sacrifice, commitment to public interest and public policymaking dimensions
were in favor while compassion dimension was not found
• Existence of positive relationship on mentioned three dimension
• Existence of negative relationship between POP and organizational commitment
• The high level of self sacrifice and prevalence of high influence of POP will result
less commitment to the organization
• High prevalence of POP wont have negative effect on Organziational
commitment if there is high level of commitment to serve public and thirst for
public policymaking in civil employees
Managerial Implications
• Employees' commitment has significant positive influence in their
performance which in turn results in increased organizational
performance
• High level of commitment to the organization is found in employees
where there is less prevalence of POP and high level three dimensions
of PSM
Overall Assessment of the Article
• Public Service Motivation context existence
• There is relationship among the PSM, POP and organizational commitment
• There is negative relationship between POP and organizational commitment
• Lacking of compassion level of civil employees
• This study aligned with the previous study conducted in international context
• Two hypothesis were accepted while the third hypothesis was partially
accepted
• Study also revealed despite of power/politics if an employee is committed,
he/she will be motivated towards public service
Future Research
• Compassion dimensions can be explore in detail
• Research should not be limited to public employees as social services are
increasingly provided through third sector and private sector
• Additionally culture may have different effects on PSM depending on
sector
• Jon security and turnover aspects can be taken into consideration while
measuring the factors affecting PSM
• Educational background can be taken as one dimension to measure PSM
• Culture and social value inherit in employees can have deep perception
regarding POP which can be focused in days to come
