2. EIS for the Nonoc Nickel Project, Volume 1, Section 5.0 provides,
“Based on the established existing environmental conditions in the
project area, the assessment and the prediction of the impacts can be
made using models. This section (of the EIS) identified these impacts
and recommends the mitigating measures to address the negative
impacts and actions to sustain positive impacts.”
Asbestos temporary storage facility onsite, with intact structure and secured with
barbed wire fence (pictures taken last 08 July and 14 August 2020).

Based on the project’s approved Environmental Impact Statement (EIS) Report, the
ACM onsite is characterized as Category-II non-friable ACM by the United States
Environmental Protection Agency (USEPA).
The approved ECC and corresponding EIS report of Pacific Nickel Philippines, Inc.
(PNPI) cover provision for the construction and operation of a secured landfill
where the ACM can be accommodated and disposed properly.
Relative to the said concern, PNPI would like to request for your expert technical
and regulatory guidance on how we can best address and/or be issued with Permit
and/or Notice to Proceed on Managing the Asbestos Containing Materials (ACM)
at the Site; to commence with Phase 1 Removal of 18-ton ACM Roofing Sheets of
Admin Building, as presented, and in accordance to applicable environmental laws,
rules and regulations.
