Communities

REPORTERS: JURYL B. SUMALINOG

Governance:
 Is commonly defined as the exercise of power or authority by political
leaders for the well-being of their countries’ citizens or subjects.
  ismost effective when these processes are participatory, accountable,
transparent, efficient, inclusive, and respect the rule of law.
 ismade up of the political and institutional processes through which
decisions are taken and implemented. Good governance is particularly
important at local level, where governments interact with citizens and
communities on a daily basis. ...
Governance under the Local Government Code
 Thelinks between the quality of governance and
development are empirically verifiable as well in the
case of the Philippines. This is because the Local
Government Codes of 1983 and 1991 both contain
provisions to strengthen local fiscal autonomy and
governance mechanisms. To ensure that LGUs become
effective with their expanded fiscal powers and
resources, both Codes require them to be accountable,
transparent and participative in their processes and
procedures. Both Codes also serve to reinforce other
laws that push good governance practices in the
public sector.
Government vs Governance

Government and governance are two very similar

words. People often get confused about the
differences between “governance” and
“government.” Here we are going to discuss the
differences between these two related words.
Government vs Governance

Governance is a broader term than government. In

its widest sense, it refers to the various ways in which
social life is coordinated. Government can therefore
be seen as one of the institutions in governance. It is
possible to have governance without government.
(Heywood,1997)
Government

Government is a group of people who rule or run the administration of a country. In

other words, it may be said that a government is the body of representatives that
governs and controls the state at a given time. Government is the medium through
which the power of the state is employed.

Governance

Governance is the act of governing or ruling. It is the set of rules and laws framed by
the government that are to be implemented through the representatives of the state.
Simply put, governance is what governments do.
Governance is a concept that can be followed in an organization of any size, be it a
single cell or an organism or all of humanity. Governance may function variously for
profit or non-profit, for people, or itself. The main purpose of governance is to assure
good results following a set pattern of rules.

Good governance that is characterized by transparency, accountability,
participation and effectiveness in service delivery must be the hallmark
of all LGUs to ably and confidently overcome any challenges posed
along the economic, environmental and social fronts. Simply put, LGUs
must always be accountable, transparent, participative and effective in
everything or in any endeavor they do – whether it is in the economic,
environment or social fronts -- if they are to succeed in transforming
their communities and improving the lives of their people. Good
governance radiates and ensures that LGUs meet the three sub-sectoral
outcomes for their community and people.
