Petroleum and Explosive Safety Organisation
(PESO)

• The Petroleum and Explosives Safety Organization (PESO), formerly known as Department of Explosives, since
its inception on 05/09/1898, has been serving the nation as a nodal agency for regulating safety of hazardous
substances such as explosives, compressed gas and petroleum.
• PESO’s major work is to administer the responsibilities delegated under the Explosives Act 1884 and Petroleum
Act 1934 and the Rules made thereunder related to manufacture, import, export, transport, possession, sale
and use of Explosives, Petroleum products and Compressed gases.

Consultative Process for Implementing Amendments

• In all the above rules, stakeholders representations were examined and meetings were held with industries and
associations before notification of the draft rules.
• Meetings were also held after the inputs / comments were received from the concerned industries.
• The suggestions inter alia includes increasing competent persons and enabling third party inspection agencies, allowing
ISO containers for multimodal transport of cryogenic compressed gases , allowing increase in storage quantity in
existing premises , reducing timelines in grant of NOC by District Authorities, reducing frequency of renewals etc. Also,
PESO conducted meetings with concerned industries to study the global best practices to enhance the safety in
hazardous premises.
• Further suggestions to reduce regulatory compliance burden were also received from the industry associations through
the regulatory compliance burden portals.

Proposed Impact
 Stipulating timeline of DM NOC and provision of deemed issuance of DM NOC will reduce the
compliance burden of industries and will smoothen the process of setting up of LPG Bottling Plants, Auto
LPG Dispensing Stations, compressed flammable / toxic & Corrosive gas storage & LNG dispensing
stations.
 Introduction of ISO tank containers for domestic transport of compressed gases e.g. Oxygen, Nitrogen,
LNG etc. will facilitate the multimodal transport of these products and reduce the transportation time
and cost.
 Transportation of LNG through ISO containers will greatly help the setting up of LNG stations throughout
the country and promote the green fuel initiative of Government of India.
 Conversion of all the 47 licensing module to online paperless module has reduced the compliance
burden and enhance the transparency in the system.
 Introduction of ‘Third Party Inspection Agencies’ for certification, testing & safety audit; increased
number of competent persons will reduce the certification and testing time.
 Amendment in these rules in line with global best practices will enhance safety in Ammonium Nitrate
and Calcium Carbide premises and benefit the industry by allowing storage of more ammonium nitrate in
same store houses and increasing the validity period of calcium carbide storage licenses.
