TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY
(UTPRAS)
Republic Act No. 7796 (TESDA Act of 1994)
empowers TESDA to establish and maintain a system of
accrediting, coordinating, integrating, monitoring and
evaluating formal and non-formal TVET Programs.

TESDA Board Resolution No. 98-03 dated


January 23, 1998 promulgated the establishment of the
Unified TVET Program Registration and Accreditation
System (UTPRAS).
UTPRAS is a two-stage process of quality assurance
that covers the following:

a. the mandatory registration of TVET programs with


TESDA and the monitoring for continuous compliance
with the prescribed minimum requirements; and

b. the voluntary accreditation of institutions which deals


with the institutionalization of quality management
systems at the institutional level.
Section 8 of R.A. 7796 and TESDA Board
Resolution 98-03 as reiterated by TESDA Circular No. 07
series 2016 mandates all technical-vocational programs
being offered to the public to be registered under
TESDA.

Program Registration prescribes full compliance


with the minimum requirements prescribed in the
Training Regulations and anchored on the competency-
based system.

A tool for the independent examination of whether or
not the training institution is continuously complying
with TESDA’s requirements for on-going programs.

New programs are subjected to compliance audit a


year after the issuance of CTPR. Thereafter, the
programs are subjected to compliance audit once every
two years.

INSTITUTION -BASED PROGRAMS

These are post-secondary TVET


programs of varying duration offered by
the TESDA-administered schools and
public and private TVET institutions.
ENTERPRISE-BASED PROGRAMS

Enterprise-based programs are training


programs being implemented within
companies/enterprises.
A. Apprenticeship

A training and employment program involving a


contract between an apprentice and an employer on an
approved apprenticeable occupation. The apprenticeship
period is more than three (3) months and a maximum of
six months. Only companies with approved and
registered apprenticeship programs under TESDA can
hire apprentices.
B. Learnership

Practical training on-the-job for approved learnable


occupations for a period not exceeding three months.
Only companies with TESDA approved and registered
learnership programs can hire learners.
C. Dual Training System
An instructional delivery system in which learning takes
place alternately in two venues: the school or training
center and the company.

The training is based on a curriculum and a training plan


jointly developed by the school and the company.


COMMUNITY-BASED PROGRAMS

These are training programs conducted right in the


community and which are primarily addressed to the poor and
marginalized groups, those who cannot access, or are not
accessible by formal training provisions. These are
purposively designed to catalyze the creation of small
enterprises in the community and help the poor get into
productive undertakings to help themselves and their
communities.

R.A. 7796: The TESDA Law
Section 22 of the RA 7796 states the mandate of
the TESDA on Skills Certification.
ESTABLISHMENT AND ADMINISTRATION OF NATIONAL
COMPETENCY STANDARDS, ASSESSMENT AND
CERTIFICATION

“There shall be national occupational skills standards to


be established by TESDA-accredited industry committees. The
Authority shall develop & implement a certification and
accreditation program in which private industry groups and trade
associations are accredited to conduct approved trade tests, and
the local government units to promote such trade testing activities
in accordance with the guidelines to be set by the Authority.

The Secretary of Labor and Employment shall determine


the occupational trades for mandatory certification.
All certificates relating to the national trade skills testing and
certification system shall be issued by the Authority through the
TESDA Secretariat”.

ASSESORS

Competency assessor is an individual authorized to assess the


competencies of a candidate for certification.

The TESDA Provincial/District Director shall approve the


accreditation of competency assessors with the confirmation of the
TESDA Regional Director.
Qualifications of a competency assessor
1. Practitioner of the qualification/trade or a teacher/
instructor/ trainer in the trade area for at least two (2) years;

2. Holder of a National Certificate at the same or higher level of the


Qualification where the assessor is to be accredited;

3. Holder of Trainer Methodology Certificate or COC on Conduct


Competency Assessment; and

4. Assisted in the conduct of actual assessment to at least two (2)


candidates.

ASSESSMENT CENTER

An accredited assessment center is an establishment


officially authorized to manage the assessment of
candidates for certification.

The TESDA Provincial/District Director shall approve the


accreditation of assessment center with the confirmation
of the TESDA Regional Director.
COMPETENCY-BASED ASSESSMENT is the process of
collecting evidence and making judgments on whether
competency has been achieved.

It is the basis for certification of competence.
