Competency Assessment
(CCA)
Demonstration Process
Dialogue: Greetings and Received Call/Text from
TESDA Assessment Focal (Mr. James A. Tabada)

• I have visited the Assessment Center;


• I checked the physical setting of the venue, if safe for
the conduct of assessment;
• Then, I checked all equipment, hand tools and
facilities; and then
• I checked the materials to be used for the assessment.
Conduct an Orientation to your Candidates

• Introduce your self (competency accredited assessor)


• Introduce the TESDA Representative (do not worry of his
presence, he will not assess you, he will just observe the
process of assessment, if it is in accordance to the standard
procedure)
• Ask the candidates to sign the attendance sheet and ask their
Admission Slip of the candidates (to verify if the candidate is
not a proxy, ask an ID to verify their personality)
• Explain the purpose of assessment (For promotion,
requirements for employment, licensing, OH&S, skills audit,
and certification)
• I have here your accomplished self assessment guide.
This is an indication that you know and can perform
all units of competency enumerated in this
qualification.
• The competency assessor will gives the overview of
the Qualification to be assessed:
• Today, I am going to administer competency
assessment for Cookery NC II (sample only) which
covers (You have to mention all UCs or Clusters to be
assessed)
• You have to mention the “The Tasks to be
performed and the evidence to be collected”.
• Discuss what assessment method and procedures
to be undertaken (Written test, Demonstration and
Interview)
• The Time allotted for the Tasks to be performed.
• The needs of the candidates to be considered
during assessment (Allowable
adjustment/reasonable adjustments in the
assessment procedure such as: language, culture,
religion, and appeal system)
• Discuss the Confidentiality and Integrity of the
assessment (No picture taking such as: written test,
interview questions, answer keys, and do not discuss
with other people about the proceedings and the
results of the assessment)
• Discuss how you will provide personal judgement to
the candidates (Based on the 4 Dimension of
competency and Rules of evidences)
• How the evidences will gathered (Based on the
performance of each candidates through written test,
demonstration and interview conducted)
• Discuss the process of Re-assessment and Certification
• If the candidate received the “Not Yet Competent” rating
(Do not be worry, you have still many chances to recover
your NYC, what you have failed, that is only the
competency you need to retake, and you can apply
anytime at the TESDA Institution as you like)
• If the candidate received the “Competent” rating
(Congratulations is your greeting to him/her) advice the
candidate to get his/her CARS to the Center Manager, and
go to TESDA Provincial Office to apply for the National
Certificate attached the CARS copy; bring 2 pcs Passport
picture, white background, and pay for the certificate of
100.00)
• The Competency assessor will gives “SPECIFIC
INSTRUCTION TO THE CANDIDATES” (Let the
candidates read the instructions for a minute)
• Ask the candidates “Do you have any questions?”
• Assign a number to the candidates (Candidate #1,
candidate #2, and so on…)
• Conduct a written test first, then Demonstration,
and the interview.
Administer the Assessment:
• For the Demonstration:
• Instruct the candidate #1 to enter the
assessment area/practical work area ( to be
followed by candidate #2, #3, #4…)
• Provide the candidate with all materials, tools
and equipment required to complete the tasks.
• At this point, you give the Specific Instructions to
the candidate clearly and slowly.
The Assessor will observe the performance of the
candidates:
• During the demonstration (The assessor will collect the
evidences based on your performances using the Rating
sheet).
• The candidate may call the attention of the assessor, if
necessary (especially, if involves the safety of works,
clarification, translation into vernacular dialects, or ask to
explain the problems due to English version)
• After the demonstration, proceed to oral questioning
portion.
After written test, demonstration and interview, the
assessor will proceed to:
• To give the Feedback 1 by 1 (The total performance of each candidates
from the written test, demonstration and interview questioning)
• Start giving feedback on the STRENGTH of the candidate, then followed the
NEGATIVE SIDE (But make it sure in a constructive way, not to give
discouragement)
• Sample of STRENGTH:
> Modulated voice, fluent on grammar, good gesture, no use of scripts,
and knowledgeable on CBT delivery.
• Sample of NEGATIVE SIDE:
> Not completed the tasks, not observed safety works, do not know what
to do, and low performances.
Provide Feedback on the Assessment
• Mr./Ms/Mrs. (state the name of the candidate) you were found
competent during the conduct of assessment (the assessor will
state the STRENGTH and WEAKNESSES. Then inform the candidate
that she/he performed the tasks within the standard requirements
of the Qualification. After which the assessor will now give the
result of “Competent”.
Note: Present the Rating Sheet and CARS to the candidate to affix
his/her signature. This is a proof that he/she accepts your
assessment decision.
• You can get your National Certificate from the TESDA Provincial
Office (Bring with you the CARS copy and 2 pcs. Passport picture
and pay the certificate of 100.00 plus BIR stamps)
