WOMEN (RA 9262) AND IMPLEMENTATION OF

CAGAYAN POLICE PROVINCIAL OFFICE ON VAW
PROGRAMS IN NORTHWESTERN CAGAYAN”

SHIELA JOY NEGRE FRONDA

INTRODUCTION

In Biblical Perspective; Genesis 1:26 tell that all

human beings are made in the image and

likeness of God. Therefore, human possess a

dignity that gives rise to a number of rights.

This applies equally to all without distinction.

Violence against women is perhaps the most
shameful human rights violation, and it is
perhaps the most pervasive. It knows no
boundaries in geography, culture or wealth
(Kofi Annan, UN Secretary-General).
Violence against women (VAW) appears as one of
the country’s pervasive social problems.
According to the National Demographic and
Health Survey conducted by the National
Statistics Office, one in five Filipino women age
15-49 has experienced physical violence since
age 15. It is indeed alarming that despite
efforts to address the concern, VAW persists.
Globally, at least one in three women and
girls is beaten or sexually abused in her
life with rates reaching 70 percent in
some countries (Commission on the Status
of Women).
In March 2004 President Gloria
Macapagal-Arroyo signed into law Republic
Act 9262 otherwise known as “Anti-
Violence Against Women and their Children
Act of 2004”.
