development of the nation.

 Refers to the norms of appropriate and
responsible behavior with regard to
technology use.

 The ability to use information and
commu-nication technologies to
find, evaluate, create, and
communicate information, requiring
both cognitive and technical skills.
SOCIAL MEDIA.
 Platforms used in cyberspace for
messa-ging, networking,
publishing and broad-casting.
 Facebook, Instagram, Twitter, etc.
CYBER LIBEL.
 The unlawful or prohibited acts of libel as
defined in Article 355 of the Revised Penal
Code, as amended, committed through a
computer system or any other similar
means which may be devised in the future.

essentially knee-jerk sentiments of readers
who may think little or haphazardly of their

DATA PRIVACY.
 The processing of personal information
shall be permitted only if the data subject
has given his consent or its processing is
necessary to the latter’s fulfillment of a
contract, legal obligation, or for legitimate
purposes.

 Whether a person has a reasonable expec-
tation of privacy that has been violated
depends on whether, by his conduct, the
individual has exhibited an expectation of
privacy and this expectation is one that
society recognizes as reasonable.
