SUPPLIES – include all kinds of properties
except real state which may be needed in the
transaction of official business or for public use.
TRANSPORTATION – is movement of
personnel and supplies from one point to
another.
EVACUATION – process of moving patients
from the combat area or other location
through successive medical treatment stages
such as collection, treatment., transportation
and hospitalization.
MAINTENANCE – maintaining supplies and equipment
in operational status, restoring to serviceable
conditions.

Four (4) Categories of Maintenance


- Organizational
- Direct support
- General Support
- Depot
OTHER SERVICES – it includes services such as
food, clothing, commissaries, health services,
mortuary, and graves registration

AS TO NATURE

1. EXPENDABLE – are supplies which are


consumable and perishable in nature and those
that lose its identity once attached to a major item
of property.
Ex: Food, Fuel, Oil, Paint, cleaning materials.
2. NON-EXPENDABLE – are supplies which are not
consumable or perishable (durable) and which do not
suffer any material or substantial change or alteration
and their sizes or forms.
Ex. All equipment
AS TO SOURCE
1.REPUBLIC SUPPLIES – those supplies acquire or bought through
appropriated funds or reimbursable funds of the AFP.

2.NON-REPUBLIC SUPPLIES – those supplies acquired other than through


purchases from appropriated or reimbursable funds of the AFP such as:

A.MAP –made available to the AFP by US government through Grant Aid or
Military Assistance Program.
B.SPC – properties turned-over by the Surplus Property Commission.
C.FOUND IN STATION – unaccounted property found in station regardless of
source.
D.CAPTURED ENEMY PROPERTY – captured from the enemy in the course
of military operation .
E.RECLAIMED PROPERTY – serviceable components reclaimed or
recovered from condemned unserviceable property.
F.SALVAGE PROPERTY – which are unserviceable and beyond economical
repair of property residue remaining after serviceable components have been

A. QUARTERMASTER – these are supplies categorize as
individual clothing and equipment, office supplies and janitorial
supplies.
B. SIGNAL ITEMS – these are supplies categorize as radios of all
types to include its accessories, camera and its accessories.
C. ORDINANCE ITEMS – these are supply categories such as
firearms, vehicles, ammunition and explosive of all types to include
chemical for experimentation except those used for medicine and
developing films.
D. ENGINEER ITEMS – these are supplies categories such as
construction materials, dump trucks, fire trucks to include puritabs
tablets.
E. MEDICAL/DENTAL ITEMS – these are supplies categories
AS TO GENERAL CLASSIFICATION
CLASS I – SUBSISTENCE/RATION
CLASS I I – SECONDARY ITEMS AUTHORIZED IN TO & E
CLASS III – POL PRODUCTS
CLASS IV – CONSTRUCTION MATERIALS
CLASS V – AMMUNITIONS/ EXPLOSIVES

SUPPLY ECONOMY – the practice of conserving supplies and materia


developed through training and practice until it becomes a habit.

PRINCIPLES OF SUPPLY ECONOMY


1. Use only the amount of supplies to get the desired results.
2. Use supplies only in their intended use.
3. Prevent loss of supplies.
METHODS OF ACHIEVING SUPPLIES

1. BY TRAINING – proper indoctrination of every individual to instill a


natural habit of conservation.
2. BY APPLICATION AND PRACTICE – by applying and practicing
supply economy in every operation the individual does.
3. BY INSPECTION
a. Will show that means of supply economy is practiced.
b. Will point out minor corrections of the present supply economy.
4. BY DISCIPLINE – action must be taken against violation of rules for the
program of supply economy.
5. BY SUPERVISION – you will know whether your instructions on
matters of supply economy are being carried out or not.
6. BY AWARD – will instill initiative in the individual to practice and
improve supply economy.
ACCOUNTABILITY OF GOVERNMENT PROPERTY
- is the obligation of an individual officially
designated to account for public or government
property by. maintenance stock card and other
supporting document to record receipt, issues and
balances of stock on hand.

Stock Card – is the basic record for property


accountability.
RESPONSIBILITY FOR GOVERNMENT PROPERTY
- it is an obligation of an individual officially
designated for the proper custody.

Company Property Book – is the basic record for


record for property responsibility.

Accountability – is defined as that obligation


imposed by law, order or regulation of higher authority
on Commanding Officers of all units in the AFP and
their officially designated or delegated Supply Officers
at the depot and post.
LEVELS OF ACCOUNTABILITY

1. DEPOT LEVEL – depot supply officers of GHQ and


Major Services for supplies peculiar to their services.
2. INSTALLATION LEVEL – Supply Officers of post,
camps, stations and or Supply Officers of supply
points.
3. CONSUMING LEVEL – Supply Officers of offices
and units of the AFP not falling under any of the above
categories. Informal records of accounts is maintained
at this level
PROPERTY ACCOUNTING RECORDS OF DEPARTMENT OR
INSTALLATION LEVEL

- VOUCHER REGISTER – this record is the diary of the Supply


Officer. Transactions are recorded regardless of supply classification
and its life in order of their occurrences. It is a book of chronological
entries where transactions are recorded from day to day as they
occur.
- VOUCHER FILE – is chronological compilation of property voucher
(except memo receipt) supporting entries in the voucher register and
in stock card.
Voucher are arranged in order that transactions occur.
- MEMORANDUM RECEIPT FILE – all temporary issues to
responsible Officers on Memorandum Receipts shall not be listed in
the Voucher Register but shall be maintained in a Memorandum
FORMS USED FOR TERMINATION OF SUPPLIES

a. REQUISITION AND ISSUE VOUCHER (RIV) – when supplies issued by


depot level to installation level vice versa by means of RIV, property
accountability is terminated by the issuing supply officer and creating
accountability or responsibility of the receiving supply officer.
b. INVOICE RECEIPT (IR) – issuance of non-expendable supply by depot to
installation level or vice versa by means of IR is term and creating accountability
to receiving officer.
c. PROPERTY TURN-IN SLIP (PTIS) – supplies turn-in from lower level to
higher level by means of PTIS – property accountability is terminated by supply
officer turning- in the Supply.
d. INVENTORY AND INSPECTION REPORT – application to all Republic
supplies at depot level and Republic and non-expendable supplies only at lower
level which are already unserviceable as determined by Technical Inspection or
no longer needed by the AFP.
e. REPORT OF SURVEY – this is application to all Republic or non-expendable
supplies properties at all levels of Command if government property is lost,
damage, destroyed through fault, neglect and or misused actually observed.
Flow of the Report Survey – upon approval of the
report of survey by the Approving Authority, copies
shall be distributed as follows:

Original Copy – Initiating Supply Officer.


One Copy – Initiating Responsible Supply Officer.
One Copy – Surveying Officer or SB.
One Copy – Inventory and Control Division, AFPLC or
its equivalent in the Major Service.
CLASSIFICATION OF SUPPLY OFFICERS

a. DEPOT/INSTALLATION SUPPLY OFFICER – are


officers officially designated on orders by Unit
Commanders concerned to maintain informal
accountability on prescribed property records of all
properties in his unit.
b. UNIT SUPPLY OFFICER- an individual designated
on order by the Unit Commanders to maintain
informal accountability on prescribed property records
of all properties in his unit.
DESIGNATION OF SUPPLY OFFICERS

1. COMMISSION OFFICER OR CIVIL SERVICE ELIGIBLE – may be


designated as Supply Accountable Officers.
2. ENLISTED PERSONNEL
a. At the discretion of the CO.
b. In case of ungarissoned post or minor installation in remote areas.
c. By virtue of the short period of time of small value of the account justify a
Supply Officer or a Civil Service Eligible to be a Supply Officers.

COMPANY SUPPLY PERSONNEL – are personnel in the company who are


charge generally with the supervision over all supply matters. They are the
following:
- COMPANY COMMANDER
- UNIT SUPPLY OFFICER
- SUPPLY SERGEANT
RESPONSIBILITIES OF THE COMPANY COMMANDER

- He is responsible that his organization is fully equipped at all


times.
- He is responsible/required to make frequent inspections to
determine that all prescribed items of authorized allowances of
equipment and individual clothing of EP of his unit are complete
and serviceable.
- He must make certain that all officers and EP under his control
are properly instructed in the care and maintenance of government
property and he must rigidly enforce such instructions.
- He is required to keep a company property book and other
company records which at all times reflect all articles of authorized
allowances or equipment for the company .
- He must obtain acceptable property vouchers to cover the loss
damage or destruction of property for which he is responsible.
RESPONSIBILITIES OF THE UNIT SUPPLY OFFICER

- He makes frequent inspection to determine the state of supply

and the serviceability of equipment on hand and makes report and


recommendation to his Commander about the result of his
inspection.
- He checks the receipt of supplies and equipment issued to the
company.
- He witnesses the issue of organizational clothing and equipment
to the individual are properly charge to them.
- He supervises the maintenance of proper records, checking that
items issued to individual members of the company.
- He checks the preparation of requisition and other forms as
maybe required.
- He is responsible in the Supply Room in General, including such
matters as neatness, cleanliness and orderly and convenient
arrangement of supplies.
RESPONSIBILITIES OF THE SUPPLY SERGEANT

- He is in direct charge of all the supplies.


- He is who actually draws supplies from the battalion Supply
Officer and issues such supplies to individuals and activities of
the unit.
- He is charge with the safekeeping of all supplies in the
Supply Room.
- He maintains the necessary records and compiles the
necessary requisitions, reports and other papers required.
- He is the KEY MAN of the organizations and he must be
selected carefully for proven ability, loyalty, dependability and
honesty.
TRANSFER OF PROPERTY AND ACCOUNTABILITY

TYPES OF TRANSFER:
1. NORMAL TRANSFER – there is an Incoming and Outgoing Supply
Officer.
Reasons:
a. Due to the separation from the service.
b. Transfer of station
c. Change of duty assignment
Procedures:
- Conduct Joint physical Inventory for all supplies inside storage,
warehouse or supply room.
- Prepare new sets of MR/RIV
- Make a certificate of transfer
- Specify on MR the word “New Set”/”This cancels previous MR of
outgoing RSO to be signed by the incoming RSO.
2. ABNORMAL TRANSFER – there is only Incoming
RSO or Supply Officer.
Reasons:
A. Due to death.
B. Due to unauthorized absence.
C. Due to mental incapacity of the Supply Officer.
Procedures:
- Conduct physical inventory.
- Prepare new set of MR.
- Make Certificate of Acceptance.
TURN-IN SUPPLIES AND EQUIPMENT TO INSTALLATION
LEVEL/DEPOT TO CONSUMING LEVEL

Supplies:

1. When no known using equipment in hand.


2. When said item cannot be used as substitute.

Equipment:

1. No longer authorized within the TO & E.


2. When the cause of restoring the item in the serviceable
condition, the amount

condition ,Military logistics is the discipline of planning and
carrying out the movement, supply, and maintenance of
military forces.
