 REDD+ should respect Human right and use right of natural resource
Safeguard management and implementation
 Safeguard management is one of the component set under enabling
environment.
 Activities carried out under this sub component
 Providing training and technical support on OFLP SFM(establish and
operationalized SFM in Oromia (OFLP carbon Accounting Area) based
on world bank safeguard policy standard.
 Strengthening the capacity of OFLP sectors on issues of safeguard
instrument implementation documentation, reporting and monitoring
performance of safeguard in accounting area.
 Support for safeguard due diligence for nested REDD+ related
initiatives under the OFLP Umbrella.
Objective of this training

 The main objective of this training is to


capacitate the relevant OFLP sectors on how to
establish, operationalize, and strength OFLP
safeguard management (for managing
safeguard in carbon accounting area )
according to worldbank safeguard standard.
Overview of OFLP Safeguard management

 OFLP Environmental and social safeguards management has been


categorized as category B by the world Bank classification.

 Because the program will not cause adverse impact and will not
finance any activity which cause adverse impact on environment
and social impact.

 If the impact to be site specific and localized at small and medium


scale will be mitigated through good design appropriate mitigation.
1. Concepts of Safeguard
 Principles, Measure, rules and procedures implemented to
protect someone or something from damage or to prevent
something undesirable.
What is REDD+ Safeguards?

 REDD+ safeguards are a set of principles, rules and procedures

that can help to ensure that REDD+ activities “do no harm” to


people or the environment,
 but rather enhance social and environmental benefits.
What is The aim of Safeguards under REDD+?
• To address the social and environmental risks under
REDD+ ACTIVITIES ,

• Do no harm: • Do good:
 safeguards are expected at minimum to avoid,  safeguards to provide co‐benefits:
eliminate or minimize the negative social and
environmental impacts of REDD+
REDD+ Safeguards?
 Parties have agreed to “promote and support” the

safeguards and provide information on how the


safeguards are “addressed and respected” throughout
the implementation of REDD+ activities.
 Addressing and respecting the safeguards is a

prerequisite for receiving performance based


payments
• Countries undertaking REDD+ activities
need to develop country level approaches
(safeguard instruments ) that enable them
to mitigate negative impacts and to enhance
positive impacts.

5. OFLP Safeguards instruments
Safeguard instruments was developed to mitigate –ve E & S

impact and to enhance +ve impact of OFLP

Accordingly, safeguard instruments for OFLP has been


prepared based on:
 Relevant International, National, Regional environmental
and social policies and legal frameworks and World Bank
Operational Polices.
These safeguard instruments are:-

Resettlement Policy Framework (RPF)
Process Framework (PF) and others

A range of analytical and participatory approaches that aim to integrate
environmental and social considerations into policies, plans and programs
(PPPs) and evaluate the inter linkages with economic and institutional
considerations,
Identify key Env. & Soc issues relevant for REDD+

A tool to provide a framework for effective
management of environmental and social issues in
implementing the REDD+ Strategy.
Purpose
Provide guiding principles for assessment and management of
environmental and social aspects of the program activities to be
financed under the OFLP.
Identify, predict, and evaluate positive and adverse
environmental and social impacts of the program activities,
Design enhancement measures for +ve impacts, and implement
mitigating measures for -ve impacts
Establish procedures for screening all proposed sub-projects for
their potential adverse environmental and social impacts

Environmental and Social Management Plan (ESMP)

The OFLP is categorized as category ‘B’ according to the


World Bank Safeguard Policy
the program activities will most likely not require a full
scale ESIA
However, environmental and social analysis is necessary,
and appropriate environmental and social management
plan has to be prepared.
Guiding principles:
 The ESM planning and implementation under the OFLP
will be guided by the following principles:
The enabling investments component (PFM, A/R
should be planned, implemented and managed at the
kebele level with the assistance of DAs and woreda
staff as required;
The planning process will be participatory and
communities have the opportunity to prioritize needs;
Identified program activities by the communities will
be screened, examined and adopted;
Program activities with special environmental concern

will be directed to the attention of the TWG, ORCU,


OEFCCA at the regional level;
Program activities implementation will be supervised and

monitored at Kebele and Woreda levels.


The DAs, with assistance as necessary from the Woreda

LUPT, OFLP Woreda coordinators, and OFLP safeguards


coordinators, will ensure that the specified mitigating
measures are implemented.
The ESM will involve the following steps
Step (i): Eligibility check (Guidance for the DAs)
The Program activities developed by OFLP reviewed and

checked by DAs against pre-set eligibility criteria for the


program.
If the program activities have any of significant
environment and social concern they will be considered as
not eligible and have to be rejected unless the features can
be avoided by change of design or location.

Step (ii): Screening of program activities that require
special attention and environmental and social
concern (Guidance for WoEFCCA)
Eligible program activities are further screened for

potential impacts and environmental and social


concerns by the WoEFCCA, with technical inputs of
the Woreda LUPT.

For the program activities with no potential adverse

impacts can be directly approved.


For the program activities likely to have low to moderate

impacts may be modified if suitable mitigation measures


are incorporated into the design by Woreda LUPT.
 For program activities likely to have ‘high’ adverse

impacts and ‘unknown’ impacts should be tagged as


‘program activities of environmental and social concern’
before referring the plan for approval.

Step (iii): Notification of program activities of


Environmental and Social Concern: (
The Woreda Administrators (Council) consolidates plans

and forwards to the ORCU together with the list of


program activities that are tagged as of E&S concerns.
 The ORCU then notifies the OEFCCA of the program

activities of environmental concern and requests for


review to determine if an ESIA is required.

Step (IV): Review of notified program activities:


The OEFCCA with inputs of Oromia REDD+ TWG,
conducts review of the program activities
The Review report to the ORCU should include

a. The decision on each program activity whether an ESIA is


required or not,

b. If an ESIA is required, the recommended scope of the


ESIA clearly indicating the aspects to be seriously addressed,
c. A detailed TOR for the ESIA expert,

d. If an ESIA is not required, include guidance on


special needs such as technical guidelines and an
environmental management plan on any of the
program activities.

Step (v): Conducting an ESIA: Guidance for the


WoEFCC
The ESIA can be conducted by a team of experts drawn
from the Woreda sector offices or by a consultant as
deemed necessary.

Step (VI): Reviewing the ESIA Report:
The ESIA report will be submitted to the OEFCCA through
ORCU;
The OEFCCA, with technical inputs of the Oromia REDD+
TWG, will review the ESIA report and makes decision by
 (a) approving the program activity (with conditions relating
to implementation);
 (b) recommending re-design (with required and/or
recommended amendments); or
 (c) rejecting the program activity (with comments as to what
is required to submit as an acceptable screening report).
The ESMP process in steps (i) and (ii) must be conducted

for all program activities in OFLP


While the steps from (iii) to (VI) should be conducted

only for program activities needing special attention and


those of environmental concerns.
ESMP
Suggested ESMP format for a program activity
The basic elements of an ESMP are:
A description of the project activity;
A description of potential environmental and social
impacts;
A description of planned mitigation measures;
institutional/individual responsibility for implementing
mitigation measures;
A program for monitoring the environmental and social
effects of the project both positive and negative;
A time frame or schedule; and
A cost estimate and source of funds
RPF
III. RPF: is provide clear policies, principles and
procedures that will direct the mitigation of the
adverse social impacts when OFLP on the ground
investment implementation
A tool to maintain sustainability of the REDD+
projects/programs and address social impacts of
REDD+ program such as
 land acquisition,
 loss of property or assets,
disturbance/affecting of livelihoods and
loss of access to business/ services.
It is very unlikely that involuntary physical resettlement will
occur during the implementation
The Resettlement Policy Framework (RPF) will
initiate the resettlement and compensation principles,
When OFLP on the ground investment activities are
found to cause involuntary resettlement, a
comprehensive Resettlement Action Plan (RAP) will
be prepared by ORCU, reviewed and cleared by the
World Bank before the implementation of activities on
the ground investments.

This OFLP RPF is guided by a set of policy principles
described below.
Involuntary resettlement and land acquisition will be
avoided where feasible, or minimized,
Where involuntary resettlement and land acquisition
is unavoidable:

Identify the land or areas that may result any social
impacts including resettlement
Identify the types and nature of potential impacts
If the report shows the following
 200 or more persons affected RAP required
,but none of them are physically displaced
and none of them lose 10% or more of their
productive assets ARAP is acceptable
 Below 200persons affected ARAP required

V. Process Framework

It is a framework that deals with projects that induce access


restriction to protected areas throughout the country that
includes national parks, wildlife reserves, forests priority
areas and biosphere reserves.

The objectives of this PF is


to Indicate the procedure and outline site specific PF
preparation that enable to avoid, minimize, or mitigate
potentially adverse effects of restrictions of access to
natural resource
Grievance Redress Mechanisms
Program would support citizen‘s complaints or
grievances in a formalized, transparent, cost-effective,
and time bound manner.
All program-affected people would be informed about
how to register grievances or complaints, including
specific concerns on any OFLP activities.
