Definition of Citizen
Heywood, 1994:155;

A “citizen” is a member of a political community,


which is defined by a set of rigths and obligation.
Citizenship therefore represents a relationship
between the individual and the state, in which the
two are bound together by reciprocal rights and
obligations.
Definition of Citizens According to UUD 45

(1) Citizens shall consist of indigenous Indonesian
peoples and persons of
foreign origin who have been legalized as citizens
in accordance with law.
