Introduction RAMAIAH

• The State of Karnataka is one of the front runner states in the field of
education due to its innovative initiatives and commitment.
• The Karnataka government has become the first state to launch
the National Education Policy (NEP) 2020 to get benefited to
strengthen knowledge-based economies for the welfare of the
society
• The Government of Karnataka is among the first in the country to set
up a Task Force in March 2020, to realize the vision and goals of the
NEP 2020.
• It constituted a Task Force under the Chairmanship of Sri S.V.
Ranganath, IAS (Retd.), former Chief Secretary, Govt. of Karnataka &
then Vice Chairman, KSHEC.

Overview of HEIs in Karnataka
RAMAIAH
• Karnataka has over 5000 higher education institutions (HEIs)
including 65 universities and about 3700 colleges.
• The State has 53 colleges per lakh population as compared to
the all-India average of 28 per lakh population.
• The percentage of women students in HEIs exceeds fifty
percent (50.4 %). The State also boasts of a Women’s
University.
• Karnataka’s HEIs account for the second highest level of PhDs
awarded in the country (over 5000).
• The state also has the largest number of foreign students in
its HEIs at about 10,000. However, the State’s GER at 32% is
lower than other states in the south which ranges between
32.4% and 49%.

Regulation of higher education

New Legislation - To pass a new Karnataka State Universities Act (KSUA) -


Completely overhaul the regulatory system and reenergise’ 
New institutional structure :
• Karnataka Higher Education Commission (KHEC), an overarching body
that is intended to ‘guide all Higher Education in Karnataka and play a
mentoring role in transforming the domain’. 
• Karnataka Higher Education Regulatory Council (KHERC), which will be
the sole regulator for higher education (excluding legal and medical
education).
• Karnataka Higher education Grants Council (KHEGC), which will be
responsible for funding and financing HEIs ‘based on transparent criteria’.
• Karnataka Research and Innovation Council (KRIC), to catalyse research
and promote innovation and industry collaboration.

• To become autonomous self-governing multidisciplinary
entities
• To set up independent Boards of Governors for all universities
• Vice Chancellors as the Chief Executives of universities should
be empowered to run the organisation in accordance with the
Institutional Development Plan
• Categorisation of the universities in the State into research
oriented and teaching focussed universities with the KHEGC
ensuring that adequate Government funding is made available
(presumably for public universities) for their requirements.
• Boards of Governors must ensure that HEIs (including private
institutions) operate as public spirited institutions striving for
excellence and not as commercial bodies.

Empowerment of affiliated colleges

• All colleges will eventually become either autonomous


degree awarding colleges or constituent colleges of
universities.
• The system of ‘affiliated colleges’ is to be phased out in
a period of fifteen years. The Higher Education
Commission (KSHEC) will have the responsibility of
empowering them by mentoring them. 
• The Governance of all colleges will eventually be
through an independent Board of Governors, much as
in the case of universities.

Curriculum framework for undergraduate programmes

• Undergraduate courses in the State are proposed to
transition into four-years programmes with option of a
degree being awarded after three years.
• Each HEI to have its own Board of Studies to develop
curriculum suitable for its requirements within the
framework of broad guidelines.
• Choice Based Credit System will give students the
opportunity of choosing a combination of subjects in
keeping with their interest.
• Academic Bank of Credits will enable students to
pursue their studies in different institutions without
losing the credits earned by them.

Development of Research and Innovation

• To establish a Karnataka Research and
Innovation Council (KRIC) to promote a strong
culture
• The Council will support the existing research
institutions by supporting projects and
developing a vision for guiding research
activities.
• The Government is to create the necessary
corpus to fund the research activities by HEIs.

Faculty development
RAMAIAH

Without faculty development initiatives other changes in


the sector will be difficult to drive
• HEI independently recruiting faculty according to
common guidelines to be evolved by KHEC.
• KHEC is also required to develop a blue print for faculty
development for the next 3-5 years which will be
implemented by the BoG of the HEIs.
• KHEGC will work out the requirement of funds for BoGs
implementing the faculty development plans and provide
the required assistance.

Promotion of equity and inclusiveness in higher education.

• Increasing the GER in higher education as well as
ensuring access to higher education facilities to
all sections of society is one of the objectives of
the NEP
• To launch one platform for all categories of
scholarships offered by different agencies of
Government besides increasing the financial
assistance.
• Special attention is to be given for gender
inclusion funding and aid to specialy-abled.

Unique initiatives by GoK
RAMAIAH
• The state government is planning to set up multidisciplinary universities
and colleges in Karnataka with at least one in or near every district.
• Indian languages including Kannada and opportunities will be provided
for students to choose language as an open elective too. 
• Help-lines have been set up at the state and university levels and it has
been asked to start help desks at institution levels.
• Around 10,000 teaching faculty will be trained and workshops,
seminars, interactions, etc, will be widely conducted by Govt of
Karnataka
• Targets to be mapped on quarterly calendar and reviewed every
quarter
• Implementation fund to be earmarked
• Establish Gender & Disability Funds
• Scholarships & freeships to be increased for SEDGs & consolidated on a
single platform. 12
