In the spirit of good neighborhood, the Philippines became a


party to the following International Treaties as of May, 1991.
1. International Convention for the Prevention of pollution of
the Sea by Oil

2. International Plant Convention of the Regulation of Whaling

3. International Plant Protection Convention

4. Plant Protection Agreement for Southeast Asia and the


Pacific Region
5. Vienna Convention on Civil Liability of Nuclear Damages
and Optional Protocol Concerning the Compulsory Settlements
of Disputes

6.Treaty Banning Nuclear Test in the Atmosphere in Outer


Space and water

7.Convention on the Prohibition of the Development Production


and Stockpiling of Bacteriological (Biological) and Toxin
Weapons and on their Destruction
8.Convention on the Prevention of Marine Pollution by
Dumping Waste and other Matter

9.Convention on the International Trade on Endangered Species


of Wild Fauna and Flora

10. Montreal Protocol on Substances that Deplete Ozone.


THE ENVIRONMENTAL PROTECTION
LAWS OF THE PHILIPPINES

The Constitution of the Republic of the Philippines provides the


following jurisprudence:

ARTICLE II
Declaration of Principles and State Policies
Section 15: The state shall protect and promote the right to
health of the people and instilling health consciousness among
them.
Section 16: The state shall protect and advance the right of the
people to a balanced and healthful ecology in accord with the
rhythm and harmony of nature.
Article XII
National Economy and Patrimony
Section 4: The Congress, shall as soon as possible determine by
law, the specific limits of forest lands and national parks,
marking clearly their boundaries on the ground. Thereafter, such
forest lands and national parks shall be considered and may not
be increased nor diminished, except by law. The Congress shall
provide, for such period as it may determine, measures to
prohibit logging in endangered forests and watershed areas.

WASTE MANAGEMENT

P.D. No. 1152 (Chapter III)- Methods of Soil Waste Disposal ,


section 45- Solid waste disposal shall be by sanitary landfill,
incineration, composting and other methods as may be approved
by competent government authority.

Section 18: PROTECTED AREAS AND WILDLIFE BUREAU-


which absorbs the functions and divisions of Parks and Wildlife
and the Marine Parks Program of the Bureau of Forest
Development.
WATER AND WATER QUALITY
MANAGEMENT

P.D. No. 1152: Chapter VI- Conservation and Utilization of


Surface and Ground Waters

P.D. No. 274- pertains to the preservation, beautification,


improvement and gainful utilization of the Pasig River,
providing for the regulation and control of pollution of the river
and its banks in order to enhance its development, thereby
maximizing its utilization for socio-economic purposes.
