ASEAN Socio-Cultural Community (ASCC)

Is one of the three pillars of the ASEAN


Community, with the goal to build an
ASEAN Community that is "committed to lift
the quality of life of its peoples through
cooperative activities that are people-
oriented, people-centered socially
responsible with a view to achieving
enduring solidarity and unity among the
nations and peoples of ASEAN by forging a
common identity and building a caring and
sharing society which is inclusive and
harmonious where the well-being,
livelihood, and welfare of the peoples are
enhanced".
The ASEAN socio-cultural
community is all about realizing the
full potential of ASEAN citizens. The
ASCC Blueprint 2025 was adopted
by the ASEAN leaders at the 27th
ASEAN summit on November 22,
2015 in Kuala Lumpur, Malaysia.

Objectives

Enhance commitment, participation and social


responsibility of ASEAN peoples through an accountable
and inclusive mechanism for the benefit of all

Promote equal access and opportunity for all, as well as


promote and protect human rights

Promote balanced social development and sustainable


environment that meet the current and future needs of the
people

Enhance capacity and capability to collectively respond


and adapt to emerging trends

Strengthen ability to continuously innovate and be a


proactive member of the global community
5 CHARACTERISTICS of ASEAN Socio-Cultural Community (ASCC)
SUSTAINABILITY

One of the ASEAN vision stated in


ASCC Blueprint 2025, sustainability
is defined as development that
satisfies the needs of the present
without compromising the capacity
of future generations, guaranteeing
the balance between economic
growth, care for the environment
and social well-being (Acciona, n.d).
RESILIENT

Resilience is part of the element in


ASEAN Socio-Cultural Community
Blueprint 2025. It is necessary to build
resilient communities in the ASEAN
region post-2015. Based on a ASCC
blueprint 2025, resilience is an essential
aspect of human security, and
sustainable environment which is
address by integrating policies, capacity
and institution-building, stakeholder
partnerships in disaster risk reduction,
humanitarian assistance, and community
empowerment among others.
DYNAMIC
The ASEAN Socio-Cultural Society is open and dynamic based on the
community-focused approach or people-centered approach. The ASEAN
Socio-Cultural Society includes extensive and multi-sectoral cooperation. As
a socio-cultural community, the ASEAN community will jointly overcome
various challenges in fields of population, poverty, employment and
community welfare.
ASEAN countries needs to enhance cooperation to strengthen regional
competitiveness by improving the quality of human resources and
environmental quality. ASEAN opens the widest possible access for all
residents in its member countries by paying attention to gender equality in
various fields, for example in the fields of education, culture, science and
technology, health and the environment.
