Sequence of Presentation:
Consolacion has six (6) banks, ten (10) Globe and Smart towers,
one (1) Veco Sub-Station, one (1) mall, one (1) public transport
terminal, one (1) public market, six (6) shipyard and thirteen
(13) subdivisions. Sources of income are derived from its various
potential industries like business, livestock, furniture, talaba
farms, and fishing industry.

2. SITUATION UPDATE

Peace and Order Situation
Consolacion Police Station has gradually recovered peace and order in the
area. Problems on criminalities may be attributed to the rampant abuse of
illegal drugs and illegal gambling. However, it is worthy to say that at
present, the police-community united efforts have claimed success on peace
and order and public safety.
It indeed served the purpose, the residents are now very vigilant and
prompt to act on incidents involving or affecting their safety, unless they
need police assistance. Barangay tanods in their respective area are very
organized. This was however the product of massive education campaign
and in close coordination with local chief executive, municipal and barangay
officials.
Crime Situation
Consolacion is one of the most accessible ways of exit from Cebu and Mandaue
City. Some criminals hide this town because some of its barangays are located
in remote places. The police to population ratio is 1 to 3,612. Residents of
pier area from adjacent cities made this town a relocation site wherein most of
them are unemployed and no other way of living except to commit a crime in
order to survive. Despite the rigid efforts of the policemen, some problems are
encountered such as lack of police personnel and lack of police vehicle to be
used during night and beat patrol in order to minimize the occurrence of crimes.
However, despite of these constraints, the peace and order situation of this
municipality is manageable.

Places with Most Number of Crimes
Most of the index crimes took place in barangay Cansaga, Poblacion Oriental,
and Brgy. Pitogo. Rapid urbanization, urban migration and population density
are the dominant factors that considerably affected the crime rate of a
particular place. For instance, barangay Cansaga and Poblacion Oriental were
situated along the national highway and where business centers are located
with a large number of transient people.
Internal Security
This station is maximizing its information campaign through Information Network
from the barangay officials, CTES, Brgy. Tanods, and selected members of Barangay
Intelligence Network (BIN) from all barangays. The channel of communication is
basically done thru cellphone and radio communication installed in some barangays
for monitoring and information gathering purposes. For the period covered, peace
and order condition in relation to internal security within the area of immediate
concern remains normal. Intensified intelligence monitoring and conduct of
mobile/random checkpoints.
Anti-Criminality Campaign
Rigid operations like random checkpoints, patrolling and saturation drive against
illegal drugs, illegal gambling and other forms of illegal activities, with the active
participation and cooperation of civilian volunteers like GUARDIANS, barangay
Tanods, BIN and CTES helps prevent and minimize the occurrence of crimes in this
municipality. Conduct an ntensive information campaign like pulong-pulong,
lectures, seminars against all forms of illegal activities to all barangay and strict
implementation of local municipal ordinances.
C. ACCOMPLISHMENTS
Morale and Welfare
To uplift the morale of personnel actively involved in the
implementation of special laws and delivery of public safety services,
deserving personnel of this police station were given due recognition for
their exemplary performance and efficient services by higher
headquarters.
Consolacion continues to enjoy a relatively peaceful environment. This is due to the collective efforts
of the COMELEC, the local government units, the community and all law enforcement units in
preventing such incidents to occur. This station religiously conducted security preparations and
implementation during the 2010 election. On deployment of personnel, each polling centers were
provided security assistance to secure the voters and vital installations. Each polling place had at
least one (1) detailed policeman. Quick Reaction Team was also established to provide police
response when needed.
Following are the security-related activities/measures and police operations implemented during the
election period:
• Conducted Peace Covenants wherein political candidates signed a peace covenant;
• Coordination meetings were conducted with the different election stakeholders. Likewise,
dialogues were also initiated by this Police Station with their respective Election Officers and
COMELEC Stakeholders in the municipality;
• COMELEC-PNP Checkpoints were established particularly at strategic locations along the national
highway to monitor movement of loose firearms, criminal groups and to strictly implement the “No
Plate, No Travel Policy; and
• Operation Baklas was also undertaken in the municipality against prohibited campaign posters and
other propaganda materials posted outside the designated common poster area.
POLICE COMMUNITY RELATIONS
For the period, this station regularly conducted the Police Information and
Continuing Education (PICE) to update our personnel on crime prevention. Other
Police Community Relation Activities undertaken:
• Posting of the Police Hotline Numbers at strategic public places was conducted
for information and guidance of the public and to keep them aware on the
importance of their participation in crime reporting to prevent the proliferation of
crime incidents.
• Dialogues/pulong-pulong were conducted to the different barangays/
community/ schools particularly in far flung barangays participated by the
Barangay Officials together with their respective tanods by the PCR Team of this
Office. The ultimate goal of the said team is to implement a massive information
campaign as well as mobilize the community to actively involve in crime.
• Guestings of local radio programs were religiously attended to discuss different
issues, activities, accomplishments, plans and programs of the PNP.
