Bureau of Non-Formal Education
 Bureau of Non-Formal Education is a government bureau
responsible for providing jobs, education, and opportunities
to individuals who have not received formal education. The
Bureau is located in Dhaka, Bangladesh. The Director
General of Bureau of Non-Formal Education is Tapan Kumar
Ghosh.
 The Directorate of Non-Formal Education was under the
Primary and Mass Education Division which was established
in August 1992. The Directorate of Non-Formal Education
was dissolved in 2005 and replaced with the Bureau of Non-
Formal Education. The Government of Bangladesh allocated
Basic Literacy and Continuing Education project one and two
to the bureau with a budget of 30 billion taka.
Goals and Objectives of BNFE
 To ensure educational opportunities for all citizens and to
build a just and equal society, all citizens will have the
opportunity to participate in education to fulfil their
individual potential, be effective members of their family
and community and be productive and responsible citizens,
capable of facing the challenges of the 21st century.
 To provide access to life-long learning opportunities for
improving the quality of life of children, youth and adults
including those with special needs and who have missed out
formal education; and equip them with adequate knowledge,
productive skill and life-skill through relevant and high
quality learning opportunities, including literacy, basic
education and continuing education programs.
Function of BNFE
 Providing non-formal primary education to dropouts and out-of-school students in
the country;
 Giving literate knowledge to the elderly illiterate and people deprived of educational
opportunities;
 Poverty alleviation through providing livelihood skills training to newly literate
people;
 Establishment of Permanent Community Learning Centers with the aim of unleashing
opportunities for lifelong and continuing education;
 Preparation of uniform curriculum and teaching materials for non-formal primary
education and literacy programs;
 Monitoring of non-formal primary education and literacy programs;
 Creating a database of NGOs implementing non-formal education;
 Coordination and monitoring with non-governmental organizations (NGOs) in the
implementation of non-formal education;
 Conduct research, training, planning, monitoring and evaluation activities for the
development of non-formal education activities.

 Basic Literacy Project
Basic Literacy Project (64 districts) is a GOB financed project under Ministry of Primary and Mass Education
with objectives to provide Basic Literacy and Life Skill to 4.5 million adolescents and adults of 15-45 age
group. Its coverage area is 250 selected upazilas of 64 districts of the country. The project will be
implemented in 4 phases within a time span of 5 (five) years. Under the project 75,000 learning center will
be established at selected 250 upazillas where both male and female learners of 15-45 age group will
receive Non-Formal education. The program of the project will be implemented through building
partnership with selected Implementing NGO’s.
