PI Assist the PE III/PE II/PE I/Junior PE in the implementation of assigned
contracts without limits of assignment
Conditions:
1) All contracts to be assigned simultaneously shall be located within the same province.
2) Division Chiefs of the Regional Offices and Section Chiefs of the District Engineering Offices whether in a
permanent or OIC capacity, shall not act as PE’s. However, in the case of District Offices with insufficient Project
Engineers, exemption for Chiefs of Maintenance and Planning & Design Sections should be requested for
approval of the Secretary.
3) Assignment of registered architects as PE’s shall be limited to four (4)-storey public/school buildings.
4) A DPWH field engineer, who is both an accredited Project Engineer and Materials Engineer, may be assigned
to act as both Project Engineer and Materials Engineer on the same contract but shall be limited to a maximum
number of five (5) contracts within the same province, each costing not more than 20 Million Pesos.
5) Regional Directors/District Engineers may request the designation of Project Engineers/Inspectors from the
pool of accredited field engineers in the Central Office as the need arises.
6)An accredited Project Engineer may act as Project Inspector in other on-going DPWH contract where he is not
the designated Project Engineer. However, his/her rank shall be lower than the assigned Project Engineer for the
contract.

Conditions:
1)All contracts to be assigned simultaneously shall be located within the same province except for
UPMO foreign-assisted projects.
2) UPMO Directors may also request from the pool of accredited field engineers in the
Regional/District Offices with jurisdiction over their implemented projects.
3) An accredited Project Engineer may act as Project Inspector in other on-going DPWH contract
where he is not the designated Project Engineer. However, his/her rank shall be lower than the
assigned Project Engineer for the contract (e.g. Project Engineer II/I, Provisional/Junior Project
Engineer as Project Inspector if assigned Project Engineer is an accredited Project Engineer III).

ASSURANCE UNIT (QAU) INSPECTIONS/INVESTIGATIONS

*For Project Engineers and Project Inspectors :


> It has been observed that some field engineers do not
present or submit pertinent project and/or quality
control documents during the conduct of project
inspection/investigation by the members of the QAU.
The refusal to present the required documents for
whatever reasons impede the QAU members from
conducting accurate assessment of the project, and
defeats the essence of transparency in project
implementation. Henceforth, all Project Engineers shall
have in their possession or file all pertinent project
documents at the project site at all times.

INSPECTIONS /INVESTIGATIONS

Inspectors :

> Any Field Engineer who will not cooperate during the
conduct of QAU project inspection/assessment or fail
to present the required documents shall be meted an
outright sanction equivalent to suspension from
handling any project for a period of three (3) months.
