Year 1935

National Defense Act/Commonwealth Act No.1 (President Manuel L.


Quezon) – 4 Semesters of Military Training to prepare for National
Defense.

(President Ferdinand Marcos) – 4 Semesters but
students were given option to choose between the
three components: Civil Welfare Service, Law
Enforcement Service and Military Service

Expanded ROTC Program was implemented

Year 2001

Due to protest about the irregularities in ROTC particularly the


death of Marc Welson Chua, Implementation of the ROTC was
temporarily suspended by President Gloria Macapagal Arroyo.

Year 2002

National Service Training program/RA 9163 was signed into


law by President Gloria Macapagal Arroyo.

What is the legal

Program (NSTP)?

The National Service Training Program (NSTP) Law or RA 9163
also known as ― An Act Establishing the National Service
Training Program (NSTP) for tertiary level students,
amending for the purpose Republic Act No. 7077 and
Presidential Decree No. 1706, and for other purposes. was
enacted last January 2002 to amend the Expanded ROTC. This
program aimed to enhance civic consciousness and defense
preparedness in the youth by developing the ethics of service
and patriotism while undergoing training in any of its three (3)
program components, specifically designed to enhance the
youth‘s active contribution to the general welfare.

All incoming freshmen students, male,


female, starting the school year, enrolled
in any baccalaureate and in at least two (2)
year technical-vocational or associate
courses, are required to complete one (1)
NSTP component of their choice, as a
graduation requirement

establish / maintain a Department Of
Military Science and Tactics (DMST),
subject to the existing rules and
regulations of the Armed Forces of the
Philippines (AFP).

Component?

Each of the NSTP components shall be undertaken


for an academic period of two (2) semesters for 54
to 90 training hours per semester. It shall be
credited for three (3) units per semester.

How is Cross-Enrollment done?

Schools that do not meet the required number of students to


maintain the optional ROTC and any of the NSTP components, or do
not offer the component chosen by the student shall allow their
students to cross-enroll in other schools irrespective of whether
such school is under CHED or TESDA; and in the case the students
taking the ROTC component irrespective of whether the two
semesters shall be taken from different schools whose ROTC is
managed by different branches of service of the Armed Forces of the
Philippines (AFP)

What is NSTP-One Summer Program (NSTP-OSP)?

NSTP-OSP is created under RA 9163 or the NSTP Act of 2001,


especially Section 6 and jointly devised, formulated and adopted by
DND, CHED and TESDA.

NSTP-OSP is established for the three (3) components: ROTC,


CWTS and LTS. This is intended for graduating students in
baccalaureate or at least two-year technical-vocational or associate
courses, who have yet to comply with the NSTP as a requirement for
graduation, as well as for students, thus allow them to concentrate
on the academic subjects and other co-curricular concerns.

What is the National Service Reserve Corps (NSRC)?

NSRC, composed of graduates of the non-ROTC components: the


CWTS and LTS. Members of this Corps maybe tapped by the State
for literacy and civic welfare activities, through the joint efforts of
DND, CHED, and TESDA

Who are required to complete the NSTP?

Students of any baccalaureate degree course or at least two-year


technical vocational courses in public and private educational
institutions shall be required to complete one of the NSTP
components as requisite for graduation.

Exemptions only apply to:


i. Students who have already taken NSTP from a prior degree
completed;
ii. Transferees and shiftees who have completed NSTP prior to
transferring or shifting; and
iii. Foreign students or aliens

How are the NSTP classes structured?

Student enrolled in the first semester of NSTP shall


undergo a Specific and Common Module phase which will
focus on: citizenship training; drug education; disaster
awareness, preparedness, and management;
environmental protection; and other national security
concerns.

Am I allowed to take NSTP 2 before NSTP 1?

No. G-NSTP 1 is a prerequisite for G-NSTP 2.

Am I allowed to take different program components for my NSTP
1 and 2?

No, you have to take six (units) of the same component


to complete NSTP. According to the Implementing Rules
and Regulations of the National Service Training Program
as mentioned in Rule III, Section 4, you are “required to
complete one (1) NSTP component of [your] choice as a
graduation requirement.”

After graduation, what will happen to us?

Graduates of the CWTS and LTS components of the


NSTP shall belong to the National Service Reserve Corps
(NSRC) and could be tapped by the State for literacy and
civic welfare activities, especially in times of calamities
while graduates of the ROTC program shall form part of
the Citizen Armed Force.

Are Sanguniang Kabataan (SK’s) exempted in taking NSTP?

Sanguniang Kabataan and other government officials


are not exempted to take NSTP. If they insist refer
them to the NSTP Office.
