PARENTS-TEACHERS ASSOCIATIONS (PTAs) AT ALL LEVEL GENERAL POLICY
• For the purpose of providing forum;
• To insure the full cooperation of parents in the efficient implementation of school program; • To insure proper coordination with the members of the community; • Serves as support group-relationship shall be defined by cooperative and open dialogue ORGANIZATION OF PTA • Membership of the PTA is limited to Parents, or in the absence, the guardian, of the duly enrolled students;
• Teacher-member refers to homeroom
advisers, subject teachers, and non-teaching personnel. Guardian is hereby define as any of the following: • An individual authorized by the parent/s to whom the care and custody of the parents has been entrusted; • Relative of the student within fourth degree of consanguinity or affinity • An individual appointed by a competent court as a legal guardian; • In case of orphan, individual/institution who has the care and custody of the student. PTA GENERAL ASSEMBLY • General Assembly (GA) shall be composed of all parents of enrolled students, BOD, Teachers Non Teaching personnel and others; • GA shall be convened at least twice in a year; • Agenda of G.A is to present programs, projects, financial statement, reports and other matters; • We can invite stakeholders, institutions and civic organizations to solicit their support. PTA Board of Directors and Officers
• The Board of Directors shall be composed of
fifteen (15) members who shall elect from among themselves the association executive officers: President, Vice, Sec, Treasurer, Aud., • Parents must comprise two-thirds (2/3) • Teacher-members one-third (1/3) • Teacher –member cannot hold position except BOD or Secretary PTA-committees • Committee on Finance • Committee on Ways and Means • Committee on Programs and Projects • Committee on external and community affairs • Ways and Means • Grievance • Audit Committee • Election Committee Privileges of recognized PTA • A PTA is authorized to collect voluntary contribution once it has been recognized and given certificate of recognition; • PTA privileges: – Use available space for their office – Representation in the school Governing Council – Participation in the school’s inspection and acceptance committee – Observer in the school procurement activities subject to R.A 9184 Term of the BOD • The term of BOD and its officers shall be one year from the from the date of election; • In no case shall a PTA Board Director serve for more than two consecutive terms; • In case of vacancy, a special meeting shall be called to convene President of Homeroom and elect among themselves for replacement; POLICY ON COLLECTION AND CONTRIBUTION
• The contribution must be reasonable amount as determined
by BOD; • Non-payment of the contribution by the parent shall not be the basis for non admission or non issuance of the clearance; • The contribution shall be collected by the parent treasurer on per parent basis; • No collection of PTA shall be done during enrollment period; • No school personnel/teacher shall be involved in collection activities Financial matters • Collection from concerned schools organization shall be remitted immediately to the school; • The pertinent organization shall deposit the funds with reputable bank on the next banking day; • No service fee shall be charged against any organization POLICY ON COLLECTION OF CONTRIBTION
• The contribution shall be collected by the PTA
treasurer on per parent basis regardless of number of child; • No collection of PTA contribution shall be done during enrollment period; • No teacher shall be involved in such collection activities. SAFE KEEPING OF FUNDS • All collection of contribution or proceeds of fundraising activities shall be deposited in a reputable banking institution as determined by the BOD; • All disbursement must be in accordance with generally accepted accounting and auditing procedures; • No cash advance shall be allowed without valid liquidation; Safekeeping of funds
• All disbursement shall be accompanied with
resolution indicating thereof the purpose for which such disbursement are made FINANCIAL STATEMENT REPORT • The books of accounts and other financial records of the PTA shall be made available for inspection by the School Head; • An annual Financial statement signed jointly by the PTA president, auditor and treasurer shall be submitted to school head not later than 30 days after the last day of classes; • Financial statement shall audited by external and independent auditor posted in the bulletin board; PROHIBITED ACTIVITIES AND SANCTIONS
• PTA are prohibited from:
– Interfering in the academic and administrative management and operation of the school; – Engaging in any partisan political activity within school primesis – Operating a school canteen or concessionaire thereof inside the school; – Selling insurance or pre-need plans to students and parents Prohibited activaties • PTA officers are prohibited to collect honoraria, salaries, emoluments or other forms of compensation; • PTA have no right to charge service fee or percentage to any of the school organization; • In no case shall a PTA or any of its officers or members of the Board of Directors call upon students and teachers for investigation or disciplinary action CANCELLATION OF RECOGNITION • The recognition of any PTA shall be cancelled by the Division PTA affairs committee upon recommendation of the school head concerned for any violation of the above- mentioned prohibited acts; • Thereafter, the school head may call for a special election to replace the BOD of the PTA whose recognition was cancelled. • Thank you…
