Sheikh Mohammed bin Rashid Al Maktoum, Vice-President
and Prime Minister of the United Arab Emirates and Ruler
of Dubai make the decision to promote a police officer to a
higher rank or advanced rank.
4 PROMOTIONAL
SYSTEM
The PNP Promotion Program is aimed at enhancing the
efficiency and effectiveness of the police organization by
selecting and appointing qualified and deserving police
officers to the next higher rank through merit and fitness.
The minimum qualification standards to be used in the
assessment and evaluation of qualified candidates should
be based on the existing approved Napolcom issuance
and confirmed by the Civil Service Commission. All
promotional appointments shall be permanent in nature,
and there shall be no promotional appointments of
temporary status.

Under the two-pronged approach, PNP Training is
categorized into two:

 Must be at least one meter and sixty-two centimeters (5.2 feet) in height for male
and one meter and fifty-seven centimeters (5.0 feet) for females;
 Must weigh not more or less than five kilograms (5kg) from the standard weight
corresponding to his/her weight, age and sex; and
 Must not be less than twenty-one (21) or more than thirty (30) years of age before
