About NPC
• Apex body for enhancing Productivity, established in 1958 based on
recommendations of Productivity delegation to Japan headed by Dr
Vikram Sarabhai.
• Autonomous, registered society comes under Department for
Promotion of Industry & Internal Trade (DPIIT), Ministry of
Commerce and Industry
• Not-For-Profit, Tri-partite organization
• Governing Body has equal representation from Employer
Associations, Employee Unions, Representatives of Government of
India and nominated members from professional bodies and
institutions.

Terms of Reference (TOR)
for the proposed Manpower Audit
1) To review organization structure and give suggestion for improvement in
department level structure, hierarchy levels etc. for utilization of manpower
efficiently.
2) To suggest optimize manpower requirement covering both Gazetted, Non-
gazette, Class-IV/ Contractual/ Consolidated/ Daily rated workers etc.
3) To analyze the productivity of manpower and suggest possibility of
adapting modern technology eliminating duplication of work in all major
activities undertaken by the gazette, Non-gazetted and class-IV etc. staff at
all levels to assess efficient utilization of time and other resources presently
deployed.
4) To apply the scientific methodology for conducting manpower optimization
and restructuring study.

5) To propose and submit progress as well as final report of HoD


wise/Department wise/ Position wise manpower requirement after
identifying department gap/surplus.
6) Manpower study shall also provide for recommendation on redundant
posts/cadres which are to be abolished/merged/delayered in the light of new
work environment.
7) To identify scope for consolidation of smaller cadre through cross
functionality and capacity building of non-executives.
8) To suggest appropriate interventions for improving productivity and delivery
of services.

Preparation of Reports
• Progress Report shall be shared with GAD/Manpower Audit
Committee at regular interval.
• Draft Report will be submitted for discussion with the concerned
Department.
• Wherever feasible, comments will be incorporated and Draft
Report will be modified.
• The modified Draft Report will be submitted to Manpower Audit
Committee
• Presentation will be made to Manpower Audit committee on the
findings of the study.
• After incorporating the comments, the Report shall be finalised.

Time Frame
The study of all Ten departments shall be
conducted in Twelve months duration.
• The time frame is arrived at assuming timely availability of data
and co-operation from all the employees of all ten departments.

• The above mentioned Time frame is dependent upon the


number of field offices to be studied.

• Sample field offices for study shall be selected in such a way so


that the study can be completed in a prescribed Time frame and
all representative & unique activities could be covered.

Expectations from GAD and Departments under study
• Deputing a central coordinator and Departmental level
coordinator for entire duration of the study.
• Providing information to NPC consultants regarding
functions, processes, manpower deployment in field
offices, brief details of employees with regards to their
designation, qualification, work profile, date of last
promotion, date of retirement, date of joining etc.
• Future strategic plans, issues the department is facing
with respect to Manpower.
• Providing all relevant information timely.
• Active presence in meetings and brainstorming sessions.
